The State faces the challenge of regularizing two-wheelers

In Senegal, regulating the circulation of two-wheelers represents a real challenge for the authorities. Despite numerous announcements from the State regarding regulations, including the systematic registration of motorcycles, the efforts undertaken over the last eight years have not yet borne the expected fruit, according to Sud Quotidien.

In August, the Ministry of Infrastructure, Land and Air Transport (MITTA) gave owners of motorcycles over 49 cc a three-month deadline to obtain registration. This directive provoked various reactions, leading to sporadic demonstrations in Ziguinchor, Sédhiou and in certain districts of Dakar, attesting to the difficulties in imposing order in this sector.

Historically, initiatives have been taken, such as the free and compulsory registration of two-wheelers proposed by former governments. In 2017, the head of the Public Relations Office of the National Police, Henry Boumy Ciss, had already affirmed the need to register these machines, indicating that only 125 cm³ motorcycles had to be registered according to the law in force. More recently, in November 2023, the former Minister of Infrastructure, Mansour Faye, recognized the problems linked to this form of transport.

The current situation demonstrates the extent of the phenomenon. Motorcycles are increasingly invading cities, competing with public transport. This mode of transport is often singled out for its contribution to road and public insecurity, including frequent road accidents, attacks and repeated infractions of highway codes and regulations in force.

Lauded for its ability to offer employment opportunities to young people, this sector is nevertheless paralyzed by lack of respect for regulations and poor driver practices. The standoff initiated by the new authorities aims to restore order and regularize this crucial transport subsector, as indicated by Sud Quotidien.
