During its meeting held on Thursday January 9, 2025 in Rabat, the Government Council approved several draft decrees, took note of international agreements and discussed the preliminary results of various public policies.
Adoption of draft decrees relating to education and maritime mortgages
The Council approved the draft decree no. 2.24.833 concerning the aggregation competitions for education and training, presented by the Minister of National Education, Mohamed Saad Berrada. This text aims to harmonize the rules relating to aggregation competitions with recent legal developments, in particular Decree No. 2.24.140 of 2024.
Another decree, No. 2.24.1124, modifying the provisions relating to the conservation of maritime mortgages, was adopted. Presented by the Secretary of State for Maritime Fisheries, Zakia Driouich, this text attributes the functions of conservator of maritime mortgages to the competent government authority or to a mandated representative.
Cooperation agreements with Azerbaijan
The Council also took note of two agreements signed with the Republic of Azerbaijan in the fields of logistics and energy. These agreements aim to strengthen bilateral trade and establish bases for cooperation in the energy field, including the exchange of information, the development of services relating to renewable energies and the carrying out of technical research.
Appointments to senior positions
In accordance with Article 92 of the Constitution, several appointments were approved. Among them, Mr. Rahim Ettor was appointed dean of the Faculty of Legal, Economic and Social Sciences of Ait Melloul, while Mr. Jamal Hanafi was appointed director of the Urban Agency of Al Hoceima, and Mr. Mohamed Jifer , director of the Regional Investment Center (CRI) of Laâyoune Sakia El Hamra.
-Budgetary sustainability and public finances
The Minister Delegate in charge of the Budget, Fouzi Lekjaa, presented a provisional assessment of the execution of the 2024 Finance Law. The budget deficit was reduced to 4% of GDP, compared to 4.3% in 2023, thanks to an increase ordinary revenues of 14.6%. Tax revenues particularly contributed to this dynamic, increasing by 13.6%.
Tourism dynamics in 2024
The government spokesperson, Mustapha Baitas, announced that Morocco has once again become the leading tourist destination in Africa. In 2024, the country recorded 17.4 million tourist arrivalsan increase of 20% compared to 2023, thus reaching the objective set for 2026 two years in advance.
