La Presse de la Manche presented the project of renaturation of Collignon beach has Tourlaville (delegated municipality of Cherbourg-en-Cotentin, Manche) in its edition of September 5, 2024. Since the municipal council of December 18, 2024, we know more about what will be achieved, about the calendar and on le budget.
While the City of Cherbourg-en-Cotentin has established in 2019 and Development master plan of the recreation area of Collignon which extends from the sea street up to the edge of the port of BecquetTHE elected have established a first phase which will concern the western part to coincide with the ongoing renovation of Intechmer (the National Institute of Marine Sciences and Techniques) whose first stone was laid on May 7, 2024, a vast construction site almost 3 years and 17,20 millions d’euros HT.
Four zones
Concerning the renaturation of the seafront of the Collignon site, the choice of project management was made fin 2022 and the project management team composed of Sempervirens, LMO, EXECO and GEODUNES was retained in January 2023.
On December 18, Gilbert Lepoittevin (deputy mayor de Tourlaville) learned that “the development project for phase 1 of the renaturation of the Collignon site is divided into four zones: the seaside; the alley between the seaside and the parking lot; the new parking lot; the East hold (refurbishment). »

” THE parking spaces and the traffic lanes by the sea will be removed and de-waterproofed. The space thus freed up on the seafront will be renatured with the creation of dunes planted with anemomorphic species and grown from cuttings or local seeds. The parking spaces will be relocated to the south of the National Institute of Marine Sciences and Technology (Intechmer) with the creation of a parking lot of 114 places, of which 30 places will be shared with the Intechmer site” and financed pro rata by the Le Cotentin urban community.
“Vehicles will no longer be authorized on the seafront, with the exception service and emergency vehicles (Intechmer, city services and tractors of sailing, kayaking and diving clubs). The coastal areas will therefore be calmed and reserved for pedestrians and cyclists. 35 bicycle racks will be installed in a former VL parking area. The track will be made of stabilized reinforced sand while retaining the existing road structure,” explained Gilbert Lepoittevin.

Organization of events
He also informed that “a 650 m² space will be created in front of the first aid station. The square will be composed of draining paving stones and granite paving stones with permeable joints. The layout of this square will be carried out with 5 types of paving stones in different colors in order to have a marine shape on the square reminiscent of the surf of the waves. The materials following are considered: Vire blue granite, Languedias granite, black granite, Lanhélin dark blue granite and oyster cobblestones. »

According to the deliberation presented by Gilbert Lepoittevin, the place “will allow organizing events etl’installation de food-trucks. The northern access to the Intechmer building will be made of pervious concrete. Pervious concrete was chosen because this access is intended for heavy vehicles. A path already exists between Chemin de la Mare, south of the car park, and the coastline. This path needs to be widened to allow pedestrians and cyclists to use it. The hold to the east of the first aid station will be renovated by rehabilitating the reinforced concrete spade and resurfacing the concrete. L site lighting will be deleted in order to reinforce the black frame and thus respect the needs of nocturnal wildlife. »
The old landfill and the restaurant
The transfer of the current beachside parking lots to the 114-space parking lot that will be created south of Intechmer was also detailed:
This parking lot will be shared between users of Intechmer and those of Collignon beach. Several coverings were used on the site depending on the planned use of the spaces according to the seasons. The materials most suitable for frequent use in winter are to the north of the car park, along Intechmer. The parking spaces further south will be less used in winter and more used in summer, hence a covering similar to the parking lots of natural areas: the traffic lane will be in black asphalt concrete, in two directions (width of 6 meters), 21 parking spaces will be in grassed joint paving, 60 parking spaces will be in all-terrain, 33 parking spaces will be in an earth-stone mixture.
And “the excavated material will be kept on site because the parking lot is on the former Collignon landfill. This waste will be used to create merlons in the parking lot. They will be protected by an anti-contaminant geotextile and 40 cm of topsoil will be added on top in order to plant these areas.”
During exchanges with municipal councilorsNicolas Vivier (Citizens’ Cooperative) asked if the restaurant will remain in the project. “It may be called upon to disappear,” admitted Gilbert Lepoittevin.
Mayor Benoît Arrivé, for his part, mentioned the Croix-Morel activity zone project which could see the light of day a few hectometers on the other side of the Eastern bypass : “It’s not about doing anything,” he assured.
“We will carry requirements so that this area is in good conditions for preserve the quality of life of residents“, because he also recalled the need for development to supportthe development of port activityfrom Cherbourg. “We have worked a lot to restore the attractiveness of the port. It is complete now. »
The deliberation was voted unanimously by the 53 municipal councilors.
1.044 million: this is the cost of the project all taxes included, for which Cotentin should contribute €186,000 and the Manche Department via the territory contract for €319,000.
