OPH 05 launches into small senior residences with ADMR

The president of OPH 05 (public housing office), Carole Chauvet, announced it this summer to TPBM. It is now done. The Haut-Alpine social landlord concluded a first partnership agreement called Benevolent Watch with the ADMR (Home help in rural areas) of Embrun.

After having built, in 2016, a first senior residence of 45 housing units in Briançon, managed by the Sud Génération association, the OPH 05 inaugurated a second one in 2022, in Embrun, comprising 21 T2s. As the manager was unable to balance the operation due to a number of beds below 45, the social landlord had to imagine another management modelreproducible elsewhere in this predominantly rural department where the creation of small units proves relevant.

Since this 1is January, OPH 05 therefore took over the rental management of this small Embrun residence. Since the daily support and security of elderly people is not his responsibility, he imagined an innovative and original partnership with the ADMR.

« The system guarantees security for people in their accommodation with the arrival of a trained hostess every morning, to which is added twice an hour and a half per week of individual support for each resident in their administrative procedures. Then an afternoon of collective entertainment every 15 days is provided by volunteers from the local association. It also includes a handyman service in the accommodation to change a light bulb for example, and the use of a remote assistance company when the Embrun ADMR is closed. », explains Denis Aye, general director of ADMR 05.

For a T2, count on average €580 in rent and €120 in ADMR service

© OPH 05 – OPH 05 has taken over the management of the Embrun senior residence since 1is January 2025, now benefiting from the Benevolent Watch.

In view of this context, “ residents of Embrun will continue to pay the same and will be entitled to benevolent monitoring », insists Pascal Lissy, president of ADMR 05. For future programs built on this model, it will be necessary to count on average €580 per month in rent for a T2 and €120 for the ADMR service, eligible for a credit of 50% tax. “ People who will become our tenants in these senior residences will be required to subscribe to this package. », Warns Christophe Aloisio, general director of OPH 05.

Because Embrun is only a first step in the OPH's desire to extend the principle throughout the department, made possible by the presence of 16 local associations and 400 ADMR employees. « This agreement will allow us to work in rural areas with residences of 8 to 12 housing units. », enthuses Carole Chauvet. “ Thanks to this model, people will be able to stay in their village and not be uprooted, paying low rents because it remains social housing, knowing that 60% of the Haut-Alpine population is eligible for it. We will simply need motivated mayors who make land available to us free of charge because even if the land is free, economic balance is not necessarily assured… », Slips Christophe Aloisio. “ It is a logic of avoided costs, avoiding hospitalizations and premature admissions to nursing homes. », Considers Pascal Lissy, for whom it is a “ stone in the building of a public policy of autonomy ».

Soon a senior residence with 11 housing units in Châteauroux-les-Alpes

Next step: the construction, starting this year, of a senior social residence with 11 housing units in Châteauroux-les-Alpes by Alpes Provence Promotion Immobilière. “ In Embrun it's a repeat, not a standardized concept for the future. Unlike the Châteauroux residence, which will have nine T2s and two T3s, a collective room of 40 m2. We worked on the layout and adaptation of the accommodation to the outbuilding, i.e. light pathways, walk-in showers », describes Denis Aye. Additional costs that the interlocutors would see financed by the Department.

Other discussions are underway in Tallard, at the La Durance medical center, in Val Buëch Méouge, Orpierre, Rosans, Pont-du-Fossé. Nothing in the North. “ The concern remains land and the North is already looking to accommodate seasonal workers », recalls Carole Chauvet.
