Indeed, prefectural decree no. 2813 of December 31, 2024 significantly modifies the financing arrangements for PECs, in particular by reducing the rate of support by the State from 60% to 53% and contract period from 11 to 10 month.
This decision without consultation with local stakeholders plunges many Reunion residents into a situation of lasting precariousness, particularly for those working to maintain green spaces and beautify our environment. This disengagement of the State is all the more incomprehensible at a time when Reunion is experiencing a rise in the Chikungunya epidemic with great needs for the maintenance of our ravines by communities to avoid the development of the epidemic.
This letter confirms the strong concern that reigns among association presidents and integration project leaders regarding the consequences of this decree. Consequently, I hope, in accordance with our discussions, that this decree is reviewed to preserve social cohesion in our territory and that the State, taking into account the budgetary constraints of local authorities, can maintain at a minimum, or even increase, for the PECs, its rate of intervention at more than 60% and contract duration of 1 month.
