Morocco is strengthening its trade measures by applying a definitive anti-dumping duty of 24.88% on imports of polyvinyl chloride (PVC) from the United States. This decision, effective since January 3, 2025, aims to protect local industry.

The Administration of Customs and Indirect Taxes (ADII) announced the provisional maintenance of the anti-dumping duty on imports of polyvinyl chloride (PVC) from the United States, with an initial rate of 5.5% ad valorem. This measure, in place since February 1, 2024, has been revised following an in-depth investigation carried out by the competent services.

On January 3, 2025, a joint decree of the Minister of Industry and Trade and the Minister of Economy and Finance formalized the establishment of a definitive anti-dumping duty of 24.88%. This new measure, which applies for a period of five years, marks an intensification of efforts to counter dumping practices affecting this strategic product, essential to the local industry.

In accordance with this decision, the amounts recorded under the provisional anti-dumping duty, as well as the applicable VAT, will now be collected definitively. However, an exemption is provided for imports accompanied by an invoice validated by the Department of Industry, which will not be subject to this additional duty.

Imports of Egyptian PVC also in the sights of the Ministry of Industry and Trade

It should be recalled that the Ministry of Industry and Trade has opened an anti-dumping investigation into imports of polyvinyl chloride (PVC) from Egypt. This decision follows a request filed by the National Electrolysis and Petrochemical Company (SNEP), which ensures 100% of national production.

The product under investigation is polyvinyl chloride (PVC) resin in its primary form, obtained by suspension polymerization of vinyl monomer (VMC). According to the request filed by SNEP, Egyptian imports benefited from dumping practices, leading to competition deemed unfair.

The methodology adopted to establish the existence of dumping is based on a comparison between the normal value at the “ex-factory” stage and the export price at the same stage. The latter was calculated from statistics from the Office des Changes, then adjusted to correspond to “ex-factory” conditions. In parallel, the normal value was estimated based on quotes provided by ChemOrbis, an independent source.

The ministry noted a significant increase in volumes imported from Egypt since 2020. In absolute figures, these imports increased from 16,596 tonnes in 2020 to 52,116 tonnes in 2023, then from 15,325 tonnes in the first half of 2023 to 32,642 tonnes over the same period in 2024. In relative terms, the share of Egyptian imports in national PVC consumption also increased, from 15% to 41% between 2020 and 2023.
