As part of the primatorial circular of December 13, 2024, the Ministry of Infrastructure and Land and Air Transport (MITTA) has developed an action plan in collaboration with several public institutions and security forces. This program aims to strengthen road safety and ensure the regularization of motorcycles with a cylinder capacity greater than 49 cc, with precise measures which will soon be communicated.

“The Ministry of Infrastructure and Land and Air Transport (MITTA) informs owners of 2-wheel motorcycles with a cylinder capacity greater than 49 cc and not registered, that in accordance with primary circular number
000015/PM/CAB/CT Infrastructure of December 13, 2024 relating to the implementation of precautionary measures to strengthen prevention and road safety, an action plan has been initiated by the competent authorities.
After a fruitful working session bringing together representatives of MITTA, and the Ministry of Finance and Budget (MFB), the Ministry of Fisheries and Maritime and Port Infrastructure (MPIMP) through the Autonomous Port of Dakar, as well as senior officials of the Defense and Security Forces (FDS), in particular the National Gendarmerie and the National Police, positions have been harmonized and action plans synchronized to ensure effective implementation measures decreed by the said primatorial circular.

In this context, specific decisions have been taken regarding two-wheeled vehicles currently heavily used in urban areas. These measures aim to strengthen public safety through the identification of motorcycles and to control the use of these vehicles in order to ensure the safety of all road users.
In this regard, MITTA calls on all owners of two-wheeled vehicles affected by the Prime Minister’s Directives to comply with the measures which will be specified very soon to facilitate free tax payments.

Furthermore, it was decided:
– To grant a reprieve to two-wheeler drivers who contravene the registration plate requirement, for three months, from December 13, 2024, or until March 13, 2025.
All other grounds for control remain in effect.
– From the start of free registrations from the week of January 6, 2025.
These measures aim to facilitate the regularization of two-wheeled motorcycles not yet registered and to encourage owners to comply with legal requirements, while ensuring a smooth transition to a more secure and regulated transport system.
MITTA recommends that all two-wheeler owners take advantage of this reprieve period to register their vehicles free of charge and thus contribute to better road safety. After this exemption period, any unregistered motorcycle will be immediately impounded.
