The Moroccan government is implementing a flagship measure to guarantee a sufficient supply of rice on the national market. Through a decision by the Ministry of Industry and Trade, customs duties and VAT on the import of cargo rice will be suspended from January 1 to December 31, 2025. This initiative aims to encourage the import of 55,000 tonnes of rice, exclusively intended for industrialists in the sector.

Interested importers must submit their files to the General Directorate of Commerce electronically or by registered mail. These files must include several supporting documents, such as a certificate of registration in the commercial register, a tax certificate, VAT declarations for 2024, as well as a table specifying the desired quantities and a balance sheet of imports for the last three years. .

The distribution of importable quantities will be entrusted to an interministerial commission. The latter brings together representatives from different departments and organizations, including the Customs Administration, the Ministry of Agriculture and ONICL. Quotas will be allocated based on various criteria, including past import performance, possible ceilings per operator, and the compatibility of the applicant’s commercial activity with the product concerned.

Selected companies will be informed via the official portal of the ministry, and requests for customs exemption must be submitted on the PortNet system. Any incomplete application or application submitted after the deadlines will be automatically rejected.

This initiative is part of a broader strategy aimed at ensuring the stability of agricultural markets in Morocco and meeting the growing needs of consumers.
