Accompanied by the President of the “RDC STRATEGIE” Think Tank, Bodom Matungulu, this delegation, whose visit is part of an approach to sharing experiences and good practices in the management of State participations , was composed of the Chief of Staff of the Minister of the Portfolio, Youyou Baende Bofota, and several other experts from the ministry, indicate ANGSPE and the Ministry of the Portfolio of the DRC in a joint press release.

The inaugural meeting of this visit, chaired by Abdellatif Zaghnoun, allowed us to thank the Congolese delegation for its initiative, which promoted a fruitful exchange between the entities of the two sister countries on their expertise, missions and common challenges in terms of strategic management of public participation.

Abdellatif Zaghnoun stressed that this visit lays the foundations for future cooperation between ANGSPE and the Ministry of the Portfolio of the DRC, in the continuity of similar exchanges undertaken with other countries on the Continent.

For Baende Bofota, this mission is in line with the implementation of the conclusions of the States General of the State portfolio recently organized in the Democratic Republic of Congo.

It is with this in mind that the delegation received a mandate from the portfolio minister to learn more about the functioning of the public establishments and enterprises (EEP) sector in Morocco, in order to benefit from its experiences.

There followed an exchange of documents, in particular that relating to the memorandum of understanding between ANGSPE and the Ministry of Portfolio of the Republic of Congo, in the presence of the Think Tank RDC STRATEGIE.

This document, which will be transmitted to the DRC portfolio minister, expresses the intention of both parties to strengthen their cooperation, by deepening existing areas of exchange and identifying concrete actions to develop lasting relations.

Throughout the mission, ANGSPE organized several technical workshops during which members of the Congolese delegation were able to discuss key subjects with their Moroccan counterparts.

This concerns the implementation of the reform of the EEP sector since the creation of the ANGSPE, the governance of the EEP within the scope of the ANGSPE, the challenges and objectives of the State Shareholder Policy, Reform of the framework for privatization and portfolio and capital operations, restructuring and transformation of public establishments into public limited companies, consolidation of the accounts of the State shareholder and evaluation of the performance of the EEP, management human resources and organizational deployment.

At the end of the mission, a summary of the main recommendations from the various workshops was presented by both sides.
