The last municipal council of the year did not end as planned. It didn't end, period. Thursday December 19, 2024, the elected officials of Noisy-le-Grand (Seine-Saint-Denis) gathered to deliberate on around fifty subjects under the chairmanship of the mayor, Brigitte Marsigny (LR).
The session will only last two hours. The municipal councilors will meet on Tuesday December 24, 2024 to finish this last council of the year.
A rather well-known buyer
Everything started from point number 13 on the agenda. This Thursday evening, Thibaud Barranco, opposition elected official, speaks. He mentions several problems related to the sale of a house and its plot belonging to the City. The property was sold for 14,750 euros above the valuation of the estate. It was not the subject of competitive bidding. Finally, the profile of the buyer raises questions about a possible conflict of interest. The latter is well known to the municipal majority since her family has already benefited from a sale by Brigitte Marsigny.
“Madame Claveau, outside. Madame Léon, outside. Richard Testa, he's coming out! » orders the mayor, interrupting Thibaud Barranco. Later, she explains: “the permanence of the Noisy-Avenir association belongs to the father of the person who wants to buy this property”. By throwing out a third of the elected representatives of the majority, it applies the instructions of the ethics representative. “It was necessary that the members of the board of directors of Noisy Avenir, who are part of the majority, move away. So they are outside. This is the reason why they will not participate in the vote,” wants to clarify the one who moved the town hall of Noisy-le-Grand to the right in 2015.

For his part, the president of the Engagés pour Noisy group, Joseph Zrihen, tries to summarize the situation. “These are good the owners of your office Who are you selling to? No, it's his daughter. » Brigitte Marsigny's response is as sharp as that addressed to Vincent Monnier, former candidate for the post of mayor. He asked if other people had applied to buy the property. “On the reasons for selling it, we follow you. Afterwards, on the buyer, we want to be sure that it is in the City's interest and that the fair price has been respected. Hence my question, was there a publication so that other people could apply? » Response from the mayor: “Ah well that, I'll tell you, there's no rush at the gates on an apartment in an absolutely lamentable state […]. There is no competition […]. A sale had been suggested but no one wanted it. The price was respected since it is higher than the value of the domains. » Move around, there is nothing to see.
Enough to make the opposition groups jump and in particular another former candidate for the municipal election, Emmanuel Constant. The latter requests a five-minute session interruption “to discuss” with all the elected representatives of the opposition groups. The exchange quickly turns into desertion. “After consultation, the members of the oppositions considered that they too were interested in the vote and therefore as such they could not participate in the vote and therefore they left the room,” he explains. “Is this a joke?” So there is no longer a quorum? So there is no longer any advice,” notes Brigitte Marsigny in front of the shaky assembly.
Tuesday December 24, 2024, a new attempt council will be held. The magic of Christmas will perhaps help elected officials to stay in place to finally vote on all deliberations before 2025.
