Two years after its installation in February 2022, the municipal team led by Dr Oumar Cissé draws up an impressive assessment marked by significant progress in several sectors. From the modernization of road infrastructure to the improvement of the living environment, including education, public lighting and sanitation, Rufisque is undergoing a major transformation.
With a total investment of 730 million FCFA, including 186 million from PACASEN, the municipality has undertaken road construction and rehabilitation work. Among the major achievements are: “The Nimzatt road”, now operational and facilitating urban mobility. Paving and repair projects on strategic axes such as the Taco city, Colobane Gouye Mouride, and the former rue Jules Ferry. The planned delivery of part of the projects before the end of 2024, strengthening connectivity between districts. »
Faced with anarchic urbanization, the municipality launched the program through the mayor “Rufisque, Green City”. The latter declared that in 2024, the “Municipal Liquid Sanitation Program (PALM) 2024-2028” targeting the 136 neighborhoods of the city was adopted. According to the mayor, the achievements include “a 580×210 cm box culvert serving as a drainage channel. The rehabilitation of wastewater networks in vulnerable areas such as Roukhou Teugue and Dar Salam. Technical support for community initiatives within the framework of PASIC. »
Support for community initiatives
The “PASIC (Support and Monitoring Program for Community Initiatives)” has financed more than 80 groups, with envelopes intended for fishermen, shoemakers and tailors. “In 2025, 150 million FCFA will be devoted to microfinance and professional training. Education remains a priority with school aid amounting to 145 million FCFA in 2024. In addition, an annual subsidy of 3 million FCFA is granted to each association of Rufisquois students in Senegalese universities, totaling 15 million of FCFA. Rufisque also finances student housing in Dakar for 35 million FCFA,” said the mayor.
In 2023, 34 million FCFA were invested in the purchase of “medical equipment” for the health district. This support for public health is part of a dynamic of improving local services.
According to Oumar Cissé, Rufisque continues to support its sports clubs, notably “TFC” and “AJEL”, involved in the first football division. An envelope of 28 million FCFA has been dedicated to artists and cultural promoters for the organization of events in 2024.
Exchanges with the cities of “Nantes”, “Henin-Beaumont”, “Fez” and “Dakhla” have strengthened development programs. “In August 2024, an agreement signed with “Zhoushan” covers various areas such as aquaculture, technical training, and the environment,” he underlined.
Future outlook
Improving the working conditions of municipal agents is also a core priority. In 2024, the “rehabilitation of the town hall” was launched, followed by a modernization plan in 2025.
Training in urban management and “capacity building” sessions were organized for elected officials and municipal agents.
With ambitious programs such as “Green City”, “City of Light”, “PASIC” and “PALM”, the municipality of Dr Oumar Cissé is charting a clear trajectory to modernize Rufisque. Despite the challenges, notably the strike of municipal agents, participatory management and the funding mobilized allow us to see a promising future for this historic city.
