In Saint-Pierre-des-Fleurs (Eure), there is no no central place. No place for link the different poles of the municipalityfor residents to get together, for children to play.

With a growing population, which reached 1 653 habitants during the last census of 2021, Saint-Pierre-des-Fleurs also faces the problem of lack of housing financially accessible for young couples, which causes a aging of the population and a drop in the number of students in the school.

It is in the face of these observations that the town hall worked with the architectural agency Ici Facile for the redevelopment of the town center.

Create links in the village

Thursday, December 5, 2024, in front of around sixty residents gathered in the village hall, the mayor, his first deputy and the architect from the Ici Meilleur firm presented their project.

“Since 2019 we have been thinking about it, we have acquired several plots in the center, for redevelopment,” explains, in the preamble, Mayor Bruno Germain. “We have defined a coherent project, which allows the link between the town hall, the school, the village hall and the commercial area », continues the mayor.

The project aims to create a “new centrality”: reinforce the pedestrian path from the village hall to the school stadium on the Chemin des Forrières, and develop the space between this path, the Route du Neubourg and the Route de Brionne, to give the town a real center. Pedestrian access between Chemin des Forrières and the shopping area would thus be created. In the center, a public space with a playground and street furniture, “where residents will be able to meet “. All in a landscaped park. On the other side of the path, on the village hall side, an urban forest to “green up the spaces as much as possible”.

Around sixty new homes

Regarding the constructions, the architect of the design office reassures the inhabitants: Saint-Pierre-des-Fleurs is a quiet, rural village, and there is no question of changing it. On the other hand, she presses the difficulties of young buyers settling in the village. “We need to build smaller housing to meet demand. When you lose a family with children, the school suffers from a lack of staff. » In this sense, it proposes a “residential route” with smaller accommodations for young couples, who could then move into a larger house, and thus free up space for new residents, and so on. Elderly people, who sometimes find themselves alone or in pairs in a large home, could move into a smaller home.

Residents’ concerns

According to the project, around sixty housing units would be built. But the architect assures: “We are not the project manager. We only give an orientation, nothing is acted upon. » The accommodation would be small apartments, mainly T2 and T3both for rental and acquisition, which is lacking in the town. “The importance for the neighborhood is not to create any vis-à-vis or difference in height compared to adjacent houses,” adds the architect. According to the project, 30% of these housing units would be social housing. “I felt the chill of unease in the room. These are subsidized housing, we have several examples of success in the town,” says a resident.

Several residents expressed reservations. “I live on Route du Neubourg, with 120 more vehicles if there are 60 homes, the noise will be hellish ! » worries a local resident. “If I live in the town, it’s because I feel good there because there is space. I want to stay in a rural village », adds another.

The essential thing is to preserve the rural spirit of the town.

Bruno Germain, mayor

On this thorny issue of housing construction, Bruno Germain wants to reassure: “We met with social landlords and private developers. For the moment nothing has been decided. The essential thing is to preserve the rural spirit of the town. The idea is to not exceed 2,000 inhabitants. »

As proof: of the 15,000 m² of land to be redeveloped, a third is planned for vegetation.

A resident returned to the problem of medical desert that the town has experienced since the departure of the only doctor two years ago. “Are there plans to build a medical center? » “No, we don’t have a doctor. We already have the possibility of welcoming one very quickly if the opportunity arises,” reassures the mayor.

In conclusion, the mayor invites residents to be “open-minded”. “The municipality must evolve. We have a lot of young people, and so far nothing for children. You have to be able to walk, to regroup. A town must live ! »

The project is estimated at 750 000 €it remains to be seen how it could be financed and what aid could be granted.
