At the Tirepied Ecoparc in La Manche, why are there so few businesses installed?

In the large aisles of the Ecoparc, in Tirepied-sur-Sée (Manche), only the noise of vehicles on the A84 breaks the silence. On the 30 hectares of the activity zone, the gigantic hulls reign supreme. The majority of them are not fitted out, the rear of the photovoltaic panel roof remains empty, a promise of businesses that never arrived.

The project was nevertheless ambitious: the Ecoparc was intended to accommodate local businesses, with the specifications of being part of an environmental, sustainable development or tourism-related approach. Located a stone's throw from Avranches and the highway, the location seems ideal. However, more than ten years after its inauguration, only four companies are still established on the site. How to explain this situation?
