Until March 31, 2025, the Tarn-et-Garonne prefecture activates its winter system, and opens accommodation to the most deprived. Objective: to strengthen social and health vigilance to protect the most vulnerable populations from the harshness of winter.

Since 1is November, the Tarn-et-Garonne prefecture put in place a coordinated system to support people in great need during the winter months, by providing them with emergency accommodation. More than 209 places are available in the municipalities of , Moissac, Montbeton, and others. These places include specific solutions for women in vulnerable situations, particularly those victims of violence or during maternity periods. The prefecture underlines: “Everywhere in Tarn-et-Garonne, state services and their partners are mobilized to help people in precarious circumstances, shelter them and undertake social assessment and 'accompaniement. » A shuttle provided by Habitat et Humanisme also facilitates travel between Montauban and Montbeton.

Details of the system in Tarn-et-Garonne

The system is based on four alert levels triggered according to the temperatures felt:

  • Level 0 – Green: Seasonal monitoring
  • Level 1 – Yellow: Cold weather (between -5°C and -10°C)
  • Level 2 – : Extreme cold (between -10°C and -18°C)
  • Level 3 – Red: Extreme cold (below -18°C)

The prefect then decides to move from one level to another based on the weather forecasts, reports to 115, and the needs observed on the ground. In addition, from level 1, marauding is intensified to guarantee the safety of people on the street. The opening hours of the day reception of the Accueil Montauriol association in Montauban are also extended.

Furthermore, in the event of extreme cold (levels 2 and 3), exceptional solutions will be activated, such as the opening of community rooms in Nègrepelisse or a night stop in Montauban. Maraudes will be reinforced for increased vigilance, with human support coordinated by the Integrated Reception and Orientation Service (SIAO). “Particular attention will be paid to ensure the identification, sheltering and support of homeless people,” specifies the prefecture.

As a reminder, the winter break, which extends over the same period, suspends rental evictions. It constitutes a legal shield to avoid the increased precariousness of families. The emergency number 115reachable 24 hours a day, remains the essential point of contact for reporting or supporting anyone in difficulty. The prefecture finally calls for collective vigilance: “Everyone’s vigilance is also essential, particularly in the event of triggering levels 1, 2 and 3.”
