The permanent commission of the Charente-Maritime department met at the end of last week and voted for credits for the realization of municipal projects. Here they are:
Acquisition of plots necessary for repair work on the RD 734 in the commune of Dolus-d'Oléron (€4,200).
Transfer of ownership of the ex-RD 112 in the Thou municipal roads.
Transfer of an abandoned RD 142 in the communes of Clam and Saint-Georges-Antignac.
Transfer of ownership of the RD 103 in the public road domain of Sainte-Marie-de-Ré.
Classification-declassification of plots and roads RD 24 and 114 in Saintes.
Transfer of ownership of RD 24 avenue de Saintonge to the commune of Saintes,
Transfer of a municipal road from Salignac-sur-Charente into the public departmental road domain and transfer of ownership of the RD 232D into the public municipal road domain.
Classification and declassification of departmental roads and plots following the Puydrouard bypass.
Agreement with the municipality of Écurat for the development of RD 236E3.
Agreement relating to the development of the northern entrance to the commune of Fouras (RD 937C).
Agreement relating to the financial participation of the municipality of Pont-l'Abbé-d'Arnoult (development work on the RD 18 rainwater network).
Agreement relating to the financial participation of the municipality of Nieulle-sur-Seudre in the development work on rue Isaac Garesche (RD 241).
Agreement on the creation of a cycle and pedestrian path between Sérigny and Andilly-Bourg (RD 137).
Individualization of the complementary program for the preservation of the heritage of works of art (€255,000): Pont Gué d'Alleré, Viaduc de Saint-Agnant, Pont de Saint-Georges-du-Bois, Pont Moulin d'Azay, Pont Barbanchou , Boutonne Viaduct, Pont de la Planche, Pont des Renaudin.
Individualization of the complementary 2024 road heritage program (€895,000): RD 137 in Yves, RD 28 and RD 142 in Jonzac and RD 950 in Poursay-Garnaud.
Other decisions
Departmental Heat Fund and Energy Fund
Vote for individualization of operations of €6,762 and €26,291.66 for the municipality of Saint-Germain-de-Lusignan (boiler rooms / solar panels).
Maritime connection
Approval of the choice of public service delegate for the operation of the line between Fouras and the island of Aix.
Health plan
The standing committee voted for new aid in favor of access to care in the Department: granting of a study grant to an intern committing to staying for four years in a fragile zone at the end of their studies, aid to the installation for a general practitioner in the town of Montguyon (€72,000), individualization of €50,000 for the benefit of the town of Port-des-Barques for the creation of a medical office.
Support for farmers and rural areas
The Department says it stands alongside the agricultural world in the current difficult context: vote on aid for agricultural setup for two farmers for a total amount of €10,000 (canton of Pons) and subsidies for agricultural organizations (canton of Royan, departmental branches)
Social solidarity
Housing: the standing committee approved a loan guarantee for the benefit of Habitat 17 for the financing of rental housing in Portes-en-Ré (loan of €1,446,682), in Sainte-Marie-de-Ré ( loan of €1,446,682) and in Vaux-sur-Mer (€4,614,751).
Fight against violence against women: vote for a grant of €26,000 in favor of the information center on the rights of women and families.
Support for RSA beneficiaries: approval of the launch of the consultation of companies by call for tenders (€267,000).
Digital: validation of the end of the deployment of fiber for all and launch of a new call for equipment recycling projects for structures and town halls that are involved in digital support.
Environmental policy
The Department is continuing its policy of valorization, pre-emption and acquisition of remarkable biodiversity areas to be protected (plots in La Flotte, La Ronde and Saint-Georges-d'Oléron), 2-year extension of the objective contract between the Department and the city of Saintes for the work on the Maison de la Nature.
Vote for the Department's participation in the maintenance of the salt marshes on the Ile de Ré (€66,627.58 in 2025).
Soft mobility
Daily cycling plan: approval of two agreements with the Aunis-Sud community of communes and with the communes of Surgères and Saint-Mard for the creation of the Saint-Mard/Surgères cycle route.
Voting for a departmental subsidy for the creation of the Saint-Porchaire/Les Essarts and Saint-Porchaire/Pilauzin experimental route.
Fight against coastal erosion and flooding
The permanent commission voted on several measures in this direction: agreement for the management and sharing of the public domain as part of the protection works against marine submersion in Fouras, financial agreement between the department and the agglomeration community of Saintes concerning the examination of flood protection work files.
Educational policy
Modernization of equipment for colleges Voting of a credit of €12,044 for the benefit of four colleges for the purchase of furniture and various materials (Marc Jeanjean colleges in Matha,
Beauregard in La Rochelle, Émile Zola in Royan, Jean Monnet in Saint-Agnant), aid of €15,465 for the benefit of six colleges for restoration equipment and an amendment for the completion of work at the Jean Monnet college in Courçon.
Fight against the increase in energy and food costs: aid to eleven colleges to the tune of €168,629 (Beauregard colleges in Burie, Françoise Dolto in La Jarrie, Maurice Calmel in Marans, Didier Daurat in Mirambeau, Albert Camus in La Rochelle, Fabre d'Églantine in La Rochelle, Jean Guiton in La Rochelle, Jean Monnet in Saint-Agnant, Bernard Roussillon in Saint-Aigulin, Jean Monnet in Courçon, Françoise Dolto in La Jarrie, Marc Jeanjean in Matha).
Sports, cultural and heritage policy
Vote for subsidies for various sporting events (French UNSS championships, equine therapy) and approval of new sporting partnerships (total amount: €23,278).
Heritage Plan: €598,398 voted for the benefit of historical monuments, unprotected built heritage, places of memory and museography.
Audiovisual sector: grant vote of €110,000 to support the production of short films, feature-length fiction films and documentaries.
Aid for various cultural events for an amount of €47,378.
