A year and a half after the publication of the report from the Regional Chamber of Accounts, the Agglo Grand Saint-Dizier, Der et Vallées took stock. The recommendations made following the audit at the time appear to have been incorporated, with most being up to date or in progress.

For the last session before the summer holidays, the elected officials of the Agglo Grand Saint-Dizier, Der and Vallées were gathered at the Cœur de ville space, Monday July 1st. On the program, a relatively light agenda, enough to allow football fans to follow the second half between the France team and Belgium.

After the inauguration of Souleymane Diawara (who could not be present) as advisor to replace Kader Hammadi, who died on May 30, it was a question of figures. In this case, the report produced by the Regional Audit Office on the finances of the intercommunality, presented to the council on November 21, 2022.

Evolution

From the conclusion at the time, positive points emerged such as the good health of the intercommunity, with “optimized control of costs and revenues”. At the same time, the Regional Audit Chamber reiterated the law on eight themes, while making two specific recommendations. What about today ?

Without going into too much detail, Quentin Brière, the president, put his finger on point number 8 as a priority: the establishment of a development council. If the steps will be taken for implementation within a time frame that will not exceed the current term of office, according to the Agglo documents, there is no urgency: “What is already done more or less corresponds to the development council. Today, we have a territorial commitment charter that allows us to work together with business leaders on economic development. The business school is being set up by businesses. We are defending that.”

The elected official also mentioned one of the two recommendations, which was an update of the agreement for sharing services between the intermunicipality and the City, Saint-Dizier paying “€1 million too much” to the Agglo, taking into account the service records of the agents. “By the last quarter of 2024, we will have adapted this new agreement. But we must share it together. » Only one reaction, that of Yannick Gouget (Fays), who wondered “how can we see who works for the Agglomeration or for the City? » “We are going to find the number of securities issued for each of the communities,” replied Quentin Brière.

Mixed bag

Concerning other reminder points, we can cite payment deadlines. If the Agglomerate is not a very good student with 47.35 days according to the 2023 figures from the Ministry of the Interior, “reducing the overall deadline remains a priority action for the financial department”. A new organization of signing delegations should make it possible in the short term to reduce these deadlines and therefore avoid paying default interest. On the budgetary orientation report, “improvements have been made”. This includes forecast changes in expenditure and revenue, in addition to elements linked to debt, workforce and even savings. In the same vein, budgetary annexes have been included in official documents since 2023.

It should be noted that the final recommendation, that of “formalizing a multi-year investment program”, could be considered thanks to the authorizations of payment credits for multi-year operations, as well as the various contracts signed with the GIP and Haute-Marne.
