Out of 70 items on the agenda of the ordinary session of the Casablanca-Settat Regional Council, held on July 1, “there are 65 agreements, 60 of which are effective, dedicated to economic activities, investments and employment,” said Abdellatif Maâzouz, President of the Council.

These agreements are divided into three areas: road projects, projects to combat shanty towns, and tourism projects.

“The region has changed its philosophy regarding the conventions adopted in its sessions,” explained Mr. Maâzouz. “We participate more in income-generating projects. We have thus reduced our participation in subsidy projects, to increase the share of participation in income-generating projects, whether they are carried out by municipalities or private operators. The objective is to provide beneficiaries additional income“.

“In preparation for the 2030 World Cup, many road projects will be presented during this session, the main one being a road program linking Casablanca airport to the future Grand Stade de Casablanca, located in Benslimane, for 5.1 billion DH (MMDH)“.

This agreement, concluded between several players, aims to develop different roads linking the future stadium to Benslimane and Mohammedia. “We will also examine and vote on a very important project as part of the fight against slums in the region. This is a state program, of more than 18 MMDHin which the region will contribute to the tune of 500 MDH,” adds Maâzouz.

1.1 billion dirhams to improve tourist infrastructure

“The region is also working on sports projects. The World Cup is certainly a sporting event, but at the same time a major tourist season. We therefore plan to create tourist routes to improve the reception conditions for tourists as well as tourist infrastructure. A budget of almost 1.1 billion dirhams will be mobilized for this purpose, in which the region will contribute approximately 350 million DH.”

These include:

– a contract established between several actors for the operationalization of a work plan in the tourism sector by 2026, for a total amount of 949 MDHin which the region is contributing 139.6 MDH;

– a partnership agreement for the tourist rehabilitation of the Habous district for 50 MDH ;

– a partnership agreement for the acquisition of four tourist buses and the development of a tourist circuit in Casablanca for 25 MDH ;

– a draft agreement for the establishment of a communication and tourist signage system, for improving the visual appearance of tourist areas and circuits, and the creation of tourist orientation spaces for 50 MDH ;

– a partnership project to support tourism development in the ancient Medinas of the region, for 177 MDH.

And the president of the Regional Council emphasized: “these are major axes and major projects, the aim of which is preparation for the 2030 World Cup, but also investment and job creation. One of the main factors taken into account consideration in the choice of projects is relative to their performance.

Other social and sports projects are also planned by the region. These are a total of 5 projects, according to Abdellatif Maâzouz, with a budget of 211 MDH, which were chosen according to their added value and the employment they generate.

“We have also received a request from the supervisory ministry, for the preparation and signature of a program contract between the region and the Statewhich will involve updating our Regional Development Plan (RDP). We will try to prepare it for the next session of the Council, so that it is ready to be voted on, before its presentation to the relevant authorities,” concluded Mr. Maâzouz.
