The international day of November 25, created by a UN resolution in 1999, draws attention each year and throughout the world to violence inflicted on women, in all their places of life (work, street, home, leisure). .
This day pays tribute to three sisters, the MIRABAL sisters, political activists tortured, raped in incarceration and assassinated on the orders of the Dominican head of state, Rafael Trujillo, on November 25, 1961.
Update on actions in Yvelines
On the occasion of the International Day for the Elimination of Violence against Women, state services in Yvelines reaffirm their commitment to the fight against violence against women. In 2023, the department recorded 2,500 complaints of domestic violence. This mobilization results in reinforced local measures, the result of the dynamic initiated by the Grenelle against domestic violence.
Local measures to support and protect victims
In Yvelines, several actions are implemented to meet the needs of victims:
- Day reception centers : Secure places, such as The Star in Versailles, l’Étincelle, mobile office, The Calypso Women's House à Plaisir and Women Safe and children, offer listening, legal support and psychological support. In 2023, these structures welcomed more than 1,200 women.
- Emergency accommodation : With 271 dedicated places (plus 20 for perpetrators of domestic violence), immediate solutions are offered to women in danger.
- Innovative devices :
- Bracelet anti-rapprochement (BAR) : In 2024, 26 bracelets are being allocated to keep violent spouses away.
- Serious danger telephone (TGD) : This year, 141 women benefited from this system, making it possible to protect victims of violence in situations of imminent danger.
National systems are also accessible to all women victims of violence
- The “3919” hotline dedicated to domestic violence, accessible 24/7, allows women victims of violence to report their situation in complete confidentiality and to be referred to the competent structures.
- The digital victim support platform (PNAV) allows victims of sexual, gender-based and domestic violence, as well as witnesses and professionals, to communicate with police officers or gendarmes. The latter are specially trained to deal with these situations. Victims or witnesses can thus speak out and receive support.
Partnerships with law enforcement
Yvelines law enforcement officers benefit from specific training, while 13 social workers in police stations and gendarmes listen and direct victims to appropriate structures.
Support for equality in rural areas
- The Erré network (rural elected officials relaying equality), set up to train and support rural elected officials, facilitates access to women's rights. Two apartments will soon be opened in the South of Yvelines to offer emergency accommodation solutions in rural areas.
- Since June 2021, victims of domestic violence can be picked up by taxis free of charge, using vouchers, to help them access assistance and support systems such as shelter and filing a complaint. , a medical consultation.
A commitment supported by substantial resources
In 2024, more than 4 million euros have been allocated by the State to finance these measures, including:
- The operation of reception and accommodation centers,
- Protection devices such as TGD and BAR,
- The positions of interveners in police stations and gendarmerie,
- Awareness-raising actions carried out by communities and associations.
Review of the Grenelle against domestic violence
Since 2019, the Grenelle has made it possible to structure reinforced local mobilization around specific priorities in Yvelines. These priorities aim to offer a global, coordinated and accessible response for victims, and particularly women.
An assessment of five years of action will be presented at the next Local Victim Assistance Committee, on November 28, 2024, in the presence of the Public Prosecutor and the Prefect of Yvelines.
On this International Day, state services in Yvelines, alongside associations, institutions and field workers, continue their commitment to victims of violence against women. Increased awareness and strengthening of existing systems are essential to keep, support and accompany victims.
