Pierre Ory, prefect of Seine-et-Marne and Sébastien Cauwel, director of the prison administration, proceeded today in the premises of the Prison Integration and Probation Service (SPIP) of Seine-et-Marne to the inauguration of very first France services structure supported by the Penitentiary Integration and Probation Service (SPIP) and the PIMM'S mediation 77. A first! Fruit of a common desire to provide access to rights for all. With the opening of this structure labeled France services, Seine-et-Marne now has 35 France services.
The opening of this structure labeled France itinerant services dedicated to SPIP is a significant step forward in terms of access to the rights of people placed under the care of justice (PPSMJ) taken care of in an open environment, users of public services in the same way as any citizen. This population, very often in great digital precariousness, encounters difficulties in accessing public services and requires sustained support. The mission of SPIP is on the one hand to work towards the restoration of social rights and on the other hand towards the empowerment of these people within the time limit of the measure.
The implementation of the France services system, access to rights and support for users, of the Prison Integration and Probation Service (SPIP) with the PIMM'S (Multi Services Mediation Information Point) mediation 77 is part of in an approach of equal rights and access to public services for all. The structure will be itinerant, it will concern the three “open environment” units/branches of the department and will thus allow the public to be included in a dynamic of integration, inclusion and prevention of recidivism. The Multi Services Mediation Information Point (PIMM'S mediation 77), a national network well established in Seine-et-Marne and holder of several France services structures, is the support partner for this project.
From now on, within the open environment units of the SPIP of Seine-et-Marne (Fontainebleau, La Rochette, Meaux), a France services advisor (recruited by the PIMM'S association) holds France services hotlines. Reception will only be by invitation organized by the relevant prison integration and probation advisor (CPIP). The people received are monitored in an open environment, likely to be released from detention, on semi-release, or subject to a probation measure. Prison integration and probation counselors have volunteered to be involved, and will be trained as France Services counselors in order to simultaneously hold on-call services themselves.
An assessment of the needs and problems encountered will be carried out in order to best support the public, including the establishment of a steering committee comprising, in addition to the prefecture services and the SPIP, representatives of national operators. The France Services departmental coordinator will also ensure the implementation and support of the system.
This project has been the subject of discussions and meetings with the prefecture and the various services for around 18 months. It benefited from a subsidy of 40,000 euros granted by the prefecture as part of the opening of a France services. This grant will be used to recruit a France services mediator.
France services structures
France services is a new model of access to public services. They aim to allow each French person, regardless of where they live, in town or in the countryside, to access public services and to be welcomed in a single place, by trained and available people, to carry out their tasks. daily procedures.
Each France service provides support for the procedures for 11 national partners : the Family Allowance Fund (CAF), the National Old Age Insurance Fund (CNAV), the Primary Health Insurance Fund (CPAM), the Departmental Directorate of Public Finances (DDFIP), France Travail, the Mutuelle sociale agricole (MSA), the Ministries of Justice and the Interior, La Poste, France Rénov' and Chèque Énergie.
Two new partners will enter in January 2025 : the Union for the recovery of social security contributions and family allowances (Urssaf) and the General Association of Executive Retirement Institutions-Association for the Supplementary Pension Scheme (Agirc-Arrco). The SPIP of Seine-et-Marne
The Seine-et-Marne SPIP provides care for nearly 2,000 detained people and just over 4,300 people in an open environment. Access to rights in establishments is ensured in part by lawyers from the Law Access Points in collaboration with prison integration and probation counselors (CPIP) and SPIP social service assistants. This is not the case in an open environment. From now on, the opening of this France services structure dedicated to SPIP will provide concrete support and access to the law for all.
The Prison Integration and Probation Services are present throughout the territory. These are decentralized services at the departmental level. There is a SPIP headquarters per department and certain departments also have branches headquarters in their territory.
