The Pas-de-Calais Departmental Council and the players in temporary work – the skills operator Akto, the Professional Fund for the Employment of Temporary Work (FPETT) and the Social Action Fund for Temporary Work (FASTT) have signed on November 22 a partnership agreement aimed at securing the paths of young people aged 18 to 25 and RSA beneficiaries. At a time when recruitment needs are increasing sharply in the region with the launch of major projects, including the Seine-Nord Europe Canal, this agreement amplifies the collaboration between these players initiated 15 years ago.
Since 2011, several actions carried out jointly in the Pas-de-Calais employment areas by the Departmental Council and the Branch's stakeholders have made it possible to advance the integration of young people and RSA beneficiaries. 75% of the people supported left the RSA.
Vice-president of the Departmental Council in charge of Integration, Active Solidarity Income (RSA) and the Housing Solidarity Fund (FSL), René Hocq recalled some eloquent figures : “In 2024 for an RSA allocation of 318 million euros, the Department has committed more than 36 million euros for support and integration.” The Departmental Council does not intend to renounce this policy in favor of integration through employment: “This contracting with our partners corresponds to our commitment. The Department must innovate in its approach and demonstrate common sense, as is the case with this partnership agreement which reflects the capacity of each of the stakeholders to mobilize. Working together as we do today is the key to success in promoting our uniqueness, that of maintaining and developing local employment for the inhabitants of our department.”
“The commitment to the integration of vulnerable groups is part of the DNA of the actions we carry out, in particular through the initiative of the Mission Integration through Employment. It positions itself, with its range of services, as a factory of daily solutions. With this partnership, which constitutes a national first, our collaboration goes further, explains Jérôme Pruvost, Head of the Integration and Employment department of the Pas-de-Calais Departmental Council. By implementing a concerted and piloted approach, we are deploying our joint mobilization on a very large scale to support each young person and each RSA beneficiary in accessing or returning to employment through temporary activity. »
On the FPETT side, the long-standing culture of collaboration is also seen as a breeding ground for moving up a gear. “Our ambition is twofold, declares Marc-Olivier Jouan, Director of FPETT : strengthen and amplify our partnership, on the one hand, and initiate new ways of working together, on the other. For all the signatories of the agreement, this is a major project in the field of employment and skills which responds to the major projects underway in the region. By channeling energies to serve our audiences, this agreement is exemplary of the way in which we wish to support each temporary worker towards sustainable employment in line with the specific needs of companies and in close coherence with employment agencies. »
A personalized integration path
The partnership agreement provides for the establishment of a continuum offering each young person or RSA beneficiary a personalized path combining support, training and structuring and long-term employment.
The four partners are joining forces to facilitate access to an expanded training offering. They also develop access to continuous employment and work to acquire skills and experience through temporary work. Finally, they help to remove obstacles to employment and training thanks to the targeted solutions deployed by the FASTT in addition to those of the Departmental Council. “Thanks to the complementarity of the aid and services put in place, we best secure the life and employment path of each person supported. Mobility, housing, childcare, social difficulties, the FASTT provides the department's advisors with a range of solutions that they can activate using a diagnostic tool, the Temporary Advice Point, thanks to which they identify very early the constraints of the audiences they support, precise Jean-Marc Soulodre, Deputy Director General of Fastt.
A value-creating dynamic
This collective mobilization initiates, at the department level, a dynamic ranging from the identification of the public, upstream, to their employment, downstream. “ This partnership marks a new stage in the support that AKTO provides to companies and employees in the temporary employment sector facing transitions. The launch of major projects in the department requires companies in the sector to call on new skills and gives young people from Pas-de-Calais the opportunity to access a qualification which can be a real springboard towards employment. sustainable. The agreement allows our regional management, led by Frédérique Vaquant, Regional Director of AKTO in Hauts-de-France, to deploy the SPOTT collective actions designed by the Branch, concludes Valérie Sort, General Director of AKTO. The SPOTTs make it possible, on the scale of the Pas-de-Calais employment area, to pool skills needs, particularly for large projects, and to build training courses based on sector systems. . »
From butcher-caterer to formworker
Yoan Duquesne, 33 years old, was able to benefit from it: “For seven years, I was a butcher-caterer. When my business closed, I turned to manufacturing, but it didn't suit me. When I knew there was training in construction. I turned to the temporary employment company Janus which gave me a chance. After a week of immersion, I was able to follow paid training for three months as a formworker. Today I am working on a temporary basis on the construction of the new Saint-Laurent-Blangy prison and I have a permanent contract on the table. »
For Mickaël Petrowski, director of the Janus agency: “What is important in this system supported by the Department is precisely to promote the integration aspect in the interim. Yoan would certainly not be here today if it were not for the test and route validation airlock offered via this partnership with the Department. Today we couldn't do without it.
