Aurore LE BONNEC, general secretary of the prefecture, visited today the premises of the former Benauge fire station in which will accommodate from this day until the end of the winter period, up to 72 homeless people. Managed by the Diaconat association on behalf of the State, this emergency accommodation system completes the accommodation offer in Gironde which will reach 2,150 places this winter.

The State finances 1,911 permanent accommodation placesopen all year round in Gironde to welcome people in difficulty: 769 in CHRS, 836 outside CHRS

Accommodation and social reintegration center and 306 hotel accommodation places. To cope with increased accommodation needs during the winter period, the State is gradually opening 241 temporary emergency accommodation places : 181 places in structures including 72 in the premises of the Benauge barracks which can accommodate single people, and 60 hotel places. Particular attention is paid to families with 75 places dedicated to them.

This additional commitment by the State in favor of the most vulnerable represents an envelope of more than 1 million euros during the winter period.

This year, the State once again confirms its commitment and its desire to help vulnerable populations. Over the last five years, the resources devoted by the State to the accommodation, support and integration of these populations have increased from nearly 28 million euros to more than 38 million euros in Gironde. This effort mobilizes State services and all its operators on a daily basis to develop the existing offer of accommodation and adapted housing.

As part of the accommodation and housing first policy, the State leads joint action by communities to better support households in a situation of unpaid debts and better prevent rental evictions. This is the meaning of “go towards” policies and mobile teams.

He deploys a proactive policy to develop adapted housing solutionssuch as social residences or family pensions, and strengthen direct access to “family” social housing for people on the street. This mobilization allowed in 2023, the entry into social housing of 1,859 homeless or housed people. By 2024, 1,368 people have already been able to integrate social housing and free up places in emergency accommodation centers to shelter people on the street.

Housing first is also the consolidation of the emergency accommodation system to better accommodate homeless peoplewith more places when necessary, as for this winter period, renovated accommodation centers (like Tregey) and increased social support to initiate residential pathways.

Proof of the strong commitment of the State, the SIAO telephone response and evaluation platform

Integrated reception and orientation service 115entrusted by the State to the CAIO association, will be reinforcede 8 additional positions at the end of the yearor a third of its current workforce, in order to better take into account needs and direct people more quickly towards accommodation and adapted housing systems, of which there are an increasing number. This platform receives an average of 300 requests per day.

“State services are fully mobilized to come to the aid of the most vulnerable groups, shelter them, undertake social assessment and support work, then offer suitable accommodation and accommodation solutions. to everyone. The Benauge barracks have been listed as a Historic Monument since 2014. The building is currently being transformed as part of a vast project led by Bordeaux Métropole and the EPA Bordeaux Euratlantique. As part of this rehabilitation, a transitional use of the premises was planned to accommodate social, cultural and associative initiatives. The temporary emergency accommodation project carried out by the Diaconate is part of this perspective, with very strong social utility for the region. This system was set up in collaboration with the city (CCAS) of Bordeaux. It provides a place of accommodation in the heart of Bordeaux with the Diaconat which has long professional experience in welcoming people from the street.
