Geneviève Darrieussecq was heard on Tuesday by the Social Affairs Committee on the 2025 budget of the Health mission. The allocated credits, reduced by 40% compared to 2024, reach 1.64 billion euros. The minister attributes this drop to the reduction in European payments, while affirming that the ambition remains intact. Priorities include prevention, access to care for all and health security, reports The Journal of Mayotte.
Medical care for foreigners (AME), representing 1.2 billion euros, is causing debate. Anchya Bamana, RN deputy and rapporteur for opinion, criticizes its 9% increase and proposes limiting the AME to emergency aid. Other parliamentarians point out that abolishing the AME would increase costs due to late care. The absence of AME Mayotte leads to saturation of the hospital, particularly by foreigners in an irregular situation. According to MP Anchya Bamana, humanitarian funds are necessary to support a hospital center in great difficulty, which operates with a specific overall envelope. In 2023, the hospital had a deficit of 22 million euros.
The abolition of the Special Employment Allowance (IPE) has aggravated the crisis, causing a turnover of 220% and an exodus of caregivers. To compensate, medical evacuations to Reunion and mainland France have increased, reaching 1,800 patients in 2023. In response, Minister Geneviève Darrieussecq authorized the reestablishment of the IPE, hoping to slow down departures and improve attractiveness.
The establishment of a Specific Health Access Pathway (PASS) is also being studied to strengthen the training of practitioners. Furthermore, the minister supports better integration of doctors qualified outside the European Union (PADHUE) in Mayotte and in mainland France.
