The Grand Council clearly refused on Tuesday to anchor in the Constitution the increase to 7% from a quorum currently of 5%. The PLR ​​proposal aimed to increase the percentage of votes that a party must achieve in an election to hope to win a seat in parliament or benefit its allies. In the process, the liberal-radical deputy Philippe Miauton tried, also in vain, to remove the similarities to “bring more clarity to the electoral system”. However, for the majority of the plenum, it was a matter of “of an attack” against small political groups.

It is this percentage that electoral lists or groups of related lists must obtain to be allocated seats.
