The 2024-2025 winter campaign takes place from November 1, 2024 to March 31, 2025. During this period, State services and operators responsible for social monitoring and accommodation pay particular attention to the most vulnerable people. , including homeless people.
In Moselle, the 2024-2025 winter plan was presented on October 17, 2024 by the services of the departmental directorate of employment, labor and solidarity (DDETS) to all social monitoring stakeholders: integrated service of reception and orientation (115/SIAO), monitoring and accommodation operators (Salvation Army, Moselle Information and Mutual Aid Association, UDAF, CMSEA, Athens, etc.), charitable organizations (Catholic Relief, Caritas, etc.), civil protection associations and White Cross first aiders, department, regional health agency and municipal social action center of Metz.
The 115/SIAO (integrated reception and orientation service), day centers, mobile teams and accommodation structures deploy the following actions:

opening of a night stop in Metz from 9 p.m. to 7 a.m. from December 1, 2024 to February 28, 2025.
This night stop has a capacity of 10 places which can be increased to 15 places during periods of extreme cold;
- provision of additional beds in accommodation structures;
- extension of the opening hours of the day centers in Fameck, Metz, Thionville, Sarreguemines and Forbach in the afternoons, with the possibility offered to homeless people to take showers;
- strengthening of patrols, including weekends in the sectors which have just been listed, the departmental directorate of employment, work and solidarity benefiting from the reinforcement of teams of volunteers from the departmental civil protection association ;
- systematic accommodation of vulnerable people.
Other voluntary actions are implemented:
- the Emmaüs association carries out marauding trips in Metz on Saturday evenings, including public holidays;
- the Restos du coeur bus is present at Place de la Comédie in Metz from Monday to Friday except public holidays from 6 p.m. to 9:30 p.m.;
- in Metz, Médecins du monde provides a “mobile clinic” on Thursday afternoons in pairs with the mobile street team of the Moselle Information and Mutual Aid Association (AIEM) and on Wednesday evenings with the Restaurants of the heart;
- Secours catholique organizes a maraude in the city center of Metz once a week on Tuesdays from 9 a.m. to 12 p.m. and Mondays and Thursdays from 6 p.m. to 8 p.m. subject to the mobilization of volunteers;
- the Order of Malta carries out a food distribution at Metz Cathedral on Sundays from 9 a.m. to 11:30 a.m.;
- the diocesan team carries out patrols in the city center of Metz several times a week and finances hotel nights in addition to 115/SIAO when there is no accommodation solution.
As of November 1, 2024, Moselle has 8,048 accommodation places for all audiences, including 3,305 emergency accommodation places under the national system for the reception of asylum seekers and 3,682 places offered to the general public. 20 additional beds distributed throughout the territory are made available by the accommodation structures.
The action plan in the event of activation of the extreme cold plan is structured around the following principles:
- maintain the imperative of “zero unfilled requests due to lack of space” as soon as the extreme cold plan is triggered, whatever the administrative situation of the person;
- maintain daily marauding;
- offer a social assessment interview to any person accommodated in the specific systems put in place during this period, so that they can be part of an integration dynamic.
Reminder of the conditions for triggering the severe cold plan
The triggering of the extreme cold plan is decided by the prefect of Moselle on the basis of a combined assessment:
- needs identified by the departmental directorate of employment, work and solidarity: homeless people and saturation of accommodation capacities;
- temperatures felt (specific data provided by Météo France). The minimum temperature felt is between -5°C and -10°C and will be negative throughout the day.
Throughout Moselle, state services and their partners are mobilized to help people in precarious situations, provide them with shelter and undertake social assessment and support work. Everyone’s vigilance is also essential.
