“Libération” visited the construction site of the future memorial garden located behind City Hall, which should be inaugurated for the 10th anniversary of the attacks, in 2025. A look back at the genesis of this project.

“It has to be a place of life, a garden where children come to play after school, where the birds are fed, where tourists come to sit next to the strollers.” Dominique Kielemoes lost his son Victor, 24, broke on the terrace of Belle Equipe, in the 11th arrondissement, where he was having a drink with his group of friends, whom he had known since middle school. The vice-president of the 13Onze15 Fraternité et Vérité association makes no secret of it: each year that passes, “It’s getting more and more difficult.” “For Parisians, it’s history,” for Victor Muñoz's mother, it seems like it was yesterday.

This impossible mourning did not prevent Dominique Kielemoes, also a Paris councilor under the socialist label, from getting involved in the creation of this unique memorial, which should be officially inaugurated in a year, for the tenth anniversary of the attacks in Paris and Saint-Denis, November 13, 2025. The garden will be located just behind the City Hall, on Place Saint-Gervais which commands the entrance to the Marais district.
