At the heart of the controversy, seize places of a medical reception establishment (EAM) at Aais. These aim to offer accompaniment to people in a situation of multiple disabilities.

The Thursday November 7, 2024in an open letter to Jean Morin, president of the Department of Manche, the opposition group and Benoit Arrived, maire from Cherbourg-en-Cotentin (Manche), were worried about a possible “disengagement” of the community from the system.

French law entrusts the Departments with responsibility for non-medical establishments for people with disabilities. Medical establishments are 100% within the State's field of competence. This is therefore the case with the places in question today, these are medical reception places under the exclusive competence of the State.

Budgetary context

The Department explains assume “fully” one’s responsibilities in the field of non-medical places entrusted to it by law.

At a time when the State suddenly withdraws 26 million euros of revenue from the departmental budget in 2025 by threatening its budgetary balance, it is undermining its social skills… It is difficult to see how the Department could also move into other areas of skills as its own and even replace the State in the medical field. The State must assume its responsibilities towards families within its own areas of competence. The extension in question is a project dating from 2016.
