Moroccan diplomacy unveiled, Friday, November 8, its strategy for 2025, structured around seven fundamental axes and supported by five main resources.
In a report published on the occasion of the presentation of its draft budget before the House of Representatives, the ministry underlines that this strategy aims to promote anticipatory diplomacy, coherent and quick to seize opportunities. It is based on the mobilization of political and parliamentary institutions, research centers, civil society organizations and non-governmental institutions working in the diplomatic field and international relations.
The strategic priorities of this policy include: the defense of Morocco’s strategic interests, particularly in terms of territorial integrity; the consolidation of achievements relating to the national question and the promotion of the Moroccan model, reinforced by the profound democratic reforms experienced by the kingdom; as well as strengthening the role of Morocco within regional and international organizations.
The strategy also emphasizes the promotion of Morocco’s major development projects, such as human development, tourism, sustainable development and renewable energies, as well as the promotion of Morocco’s historical heritage, as a land of openness, tolerance and cultural convergence.
Furthermore, economic diplomacy occupies a special place, with the aim of increasing the number of economic partners, increasing trade, attracting investments and promoting the opportunities offered by Morocco, particularly in promising sectors. The ministry also intends to support cultural diplomacy by promoting the dissemination of the country’s civilizational and cultural heritage.
In terms of resources, the report mentions the allocation of financial resources necessary for the management and development of national diplomatic action, including contributions to international organizations to defend Moroccan interests. These resources also support activities to promote Morocco’s image and the initiatives of non-governmental actors within the framework of parallel diplomacy, as well as the management of the diplomatic network, made up of 111 embassies and five permanent missions.
As part of its 2025 strategy, the ministry is also committed to gender equality. The report states that measures aim to guarantee the equitable representation of women in official meetings and international exchanges, to support the candidacy of Moroccan women for management positions in international organizations, to include equality clauses in agreements signed and to offer specific training to women diplomats.
