And four for the Landes Citizen Participatory Budget! The Departmental Council kicked off this new edition which will see the culmination of certain projects carried out by residents and having an interest in the Landes. And what could be better than giving this starting point from the Comptoir solidaire, an integration and circular economy structure launched thanks to the participatory budget, in the town of Saint-Paul-lès-Dax.
For this edition, the Departmental Council has provided an envelope of 1.5 million euros. “10% of this sum will be reserved for projects submitted by young people between 7 and 17 years old,” explains Sylvie Bergeroo, departmental advisor, delegate for participatory democracy.
All Landais residents “without age limit” can submit their project within this participatory budget. “It can come from an individual, a collective, a family, a class or an association. » The only imperative is that it must fall within the “fields of competence” of the Department. “That is to say solidarity, education, youth, tourism or leisure. There are also many projects linked to people with disabilities. »
Maximum 50,000 euros
From Monday, November 4 and until the end of the month, interested people can submit their project on the dedicated site put online by the Departmental Council, knowing that they must not exceed the amount of 50,000 euros. This amount is 30,000 euros for youth projects. Until the files are closed, technicians and elected representatives will be available to project leaders “to answer their questions as accurately as possible, during a discussion time, every day, at 1 p.m. always on the dedicated site.
For this new edition, communication is focused on “young people”. “We have put in place a more compatible calendar because it is based on a school year with a citizen vote set for the month of May,” insists the Saint-Paul elected official. By then, all the files will have been subject to “a feasibility examination by the referents, from December to April”. “We look to see if there are any obstacles that could prevent them from being achieved, whether on a financial, regulatory or even environmental level. »
1,700 projects submitted
The launch of this fourth edition is an opportunity to also take stock of the previous ones, in terms of achievements. “Since the first edition, we have had 1,700 projects submitted,” reveals Sylvie Bergeroo. In the first edition, 32 projects out of 33 were completed. One was not for “technical and financial obstacles”. On the second, 46 projects saw the light of day out of the 54 chosen. “Four are being finalized. As many were unable to succeed for financial, technical or human reasons,” it is reported.
Finally, last season, 45 projects were winners. Thirteen have been completed and 23 are being finalized. There remain nine which are in the process of being approved before crossing the last hurdle until their realization.
For example, the Maison Bleue in Mont-de-Marsan or a certain number of city stadiums in small towns have seen the light of day thanks to the support of this Citizen Participatory Budget. “Ideas generally flow, and once in place, we can measure their usefulness for the population even more,” concludes the departmental advisor.
