On the occasion of the work of the fourth edition of the “World Power-to-X Summit”, Leila Benali, Minister of Energy Transition and Sustainable Development, highlighted Morocco’s efforts to create an environment conducive to investments, both national and international, in the field of renewable energies and decarbonization.
During her statement to Morocco Magazine’s industry, Leila Benali highlighted the unique offer that Morocco offers to investors. “Morocco is mobilizing one million hectares of land to accommodate investment projects, particularly in the energy transition sectors. We offer a framework of trust, transparent, in which investors, whether Moroccan or international, can operate in complete security,” she explained.

The minister also underlined that this environment encourages the management of technological, commercial and industrial risks which accompany these strategic sectors.
A commitment on all fronts of decarbonization
Ms. Benali insisted on the importance of not focusing on a single sector. “We have chosen to attack all sectors at once: maritime transport, industry, logistics, and all these sectors seeking to decarbonize. It is imperative to diversify our efforts and support investors in this crucial transition,” she said.
The role of the private sector, both national and international, is essential to support Morocco in its decarbonization strategy. According to the minister, the Kingdom is not relying on a single lever but is adopting a global approach to ensure the success of this energy transformation.
Concrete projects in partnership with Africa and Europe
Referring to Morocco’s partnerships, Benali stressed the need to move from simple framework agreements to concrete actions. “We are no longer content with signing memorandums of understanding, we are now talking about concrete contracts which make it possible to finance large-scale projects, such as hydrogen pipelines. These infrastructures will make it possible to decarbonize not only Morocco, but also Africa, Europe, and, more broadly, the world,” she said.
She also mentioned promises of partnerships with Belgium, without revealing more details at this stage, but confirming that discussions were on track.
A model for the global energy transition
Morocco positions itself as a model for the global energy transition, with strategic partnerships both on the African continent and beyond. The minister concluded by reaffirming the country’s commitment to playing a central role in the decarbonization of the global economy, by focusing on solid investments and concrete projects.
