Dakar, Oct 8 (APS) – Senegalese investigative authorities are taking part in a “capacity building” workshop on the financing of terrorism, which opened Tuesday in Dakar, to allow them to better understand the “ devices and mechanisms” to combat this phenomenon.

The objective of this meeting is to “strengthen the police, gendarmerie, customs and intelligence services in the fight against the financing of terrorism”, explained Commissioner Mame Seydou Ndour, Director General of the National Police. .

The workshop should contribute to “improving the fight against the financing of terrorism through better knowledge of the system and combat mechanisms by the actors involved in the fight against terrorism and its financing”, he said. said.

“No state is safe from terrorism”

Mr. Ndour maintains that “the fight against the financing of terrorism requires better knowledge of the relevant systems and mechanisms by the actors involved”.

“This activity is of paramount importance, because no state is safe from terrorism,” he said.

The Director General of the National Police notes that “in an increasingly globalized and interconnected world where terrorists operate in networks, the fight becomes even more difficult”.

He notes that “terrorism, like any human activity, needs resources to sustain itself and continue to exist, recruit, maintain, feed, equip and carry out attacks.”

“To combat terrorism, he said, it is important to fight against its financing, because without means, it is difficult for terrorist groups to achieve their intended objectives.”

“This activity […] is all the more interesting as it is supported by GIABA experts and, above all, Senegalese trainers […] whose present activity is the duplication of the training they received for the benefit mainly” of the participants in this workshop, explained Mr. Ndour.

He urged them to follow this training “with interest” in order to learn useful lessons for their profession, with a view to making appropriate use of it whenever necessary.

Commissioner Mame Seydou Ndour also invited them to make “the restitution for their colleagues who were not able to take part in this activity”.

The director of research policies of GIABA, the Intergovernmental Action Group against Money Laundering in West Africa, Mu’Azu Umaru, emphasizes that this meeting is also an opportunity to “exchange knowledge and collaborate”.

He welcomed Senegal’s commitment to the fight against the financing of terrorism. “This gathering is a testament to Senegal’s commitment to its financial system and its contribution to the regional and global fight against terrorism,” he said.

“The challenges we face in the fight against terrorist financing are neither limited to borders nor isolated within their gates,” said Mu’Azu Umaru, calling on “all participants to fully commit to sharing their ideas and learning from each other.”

For Mu’Azu Umaru, collective learning is essential to ensure that the results of this training are both “effective and decisive”.

The workshop planned for four days will “include thematic presentations followed by discussions, commented readings, practical group work and video screenings followed by comments”.
