THE Moulin d’Écalles, known interchange of the A28 in Seine-Maritimehas had a carpooling area since 2010, at the crossroads of departmental roads 919, 928 and 6.

Today, for many reasons, whether economic, environmental or to try to limit traffic jams in the Rouen metropolitan area by reducing the number of vehicles, many motorists resort to carpooling. More than ten years after its commissioning, the Moulin d’Écalles area is now saturated : this is why the Department of Seine-Maritime and the Community of Communes Inter Caux Vexin (CCICV) have decided on a extension project. The work, which began on March 18, 2024, should normally last three months.

Forty-nine places in addition to the existing 31

“From 2021, the Department, as part of its mobility master plan, wanted to offer a credible alternative to individual use of the automobile, in particular by creating carpooling areas near routes serving large cities,” remind the Department’s services.

That of the Moulin d’Écalles previously had 31 spaces and its extension will make it possible to provide 49 additional secure parking spaces. Please note that a place for people with reduced mobility (PRM) and another dedicated to rapid charging of electric cars will be available.

A website to facilitate carpooling

The Department also reminds that to encourage the practice of carpooling, a website connects free of charge drivers and passengers who wish to make shared trips, in Seine-Maritime and in Eure (www.covoiturage76.net) .

Cost of the extension: 350,000 euros

The cost of extending the carpooling area amounts to 350,000 euros (including tax). Funding is provided by the Department to the tune of 103,000 euros, by the Community of Communes Inter Caux Vexin also to the tune of 103,000 euros, with State aid of 86,730 euros, under the France Green Nation Green Fund. . “Funding for public lighting and the charging station for electric vehicles will be provided by the Departmental Energy Union 76 (SDE 76),” specifies the Department, which adds that the carpooling space will be lit by candelabra equipped with LED lanterns. Trees and plants will also beautify the place.

For completeness, let us specify that the Community of Communes Inter Caux Vexin will be responsible for cleaning the carpooling area and maintaining the public lighting. It will also be responsible for stormwater drainage, shoulders and sidewalks, including curbs, signage, as well as landscaping. “The maintenance and upkeep of the roads, as well as winter service, will be ensured by the Department,” conclude the departmental services.
