The Federal Council is putting its brakes on the idea of introducing tolls or a reservation system to be able to cross the Gotthard or San Bernardino tunnels.

On the one hand, he considers the time slots unrealistic: “Their implementation would require setting up large waiting areas. However, the required surfaces are not available on the access ramps to the Alpine tunnels,” he estimated.

As for tolls, “this would de facto lead to the canton of Ticino being no longer connected to the rest of the country except by paid road connections, accessible all year round,” he explains. “The introduction of a charge would also amount to a departure from the constitutional principle, according to which the use of public roads is exempt from tax,” he adds.

For the Federal Council, the most effective way to combat traffic jams – and often the transfer of traffic to secondary roads – is to “optimize” national roads. And to cite in particular the regulation of closures of motorway entrances or exits or the lengthening of exit lanes.
