Last week, the National Assembly launched a commission into failings in child protection policies. In November, more than 3,350 placement measures ordered by children’s judges were not carried out in France. The Ille-et-Vilaine department alone totaled 397 unexecuted placements. A sad record which placed it at the top of the departments most struggling on the subject of child protection, ahead of Loire-Atlantique (300) and the North (248). “These are the figures transmitted by the educators’ unions in France,” explains Etienne Kubica, children’s judge in Rennes and regional delegate to the Magistrates’ Union. » However, the department of Ille-et-Vilaine increased its budget by 6.6% in 2023. Despite a budget of 213 million euros, there is a shortage of places. “The fault lies with a young population which is increasing significantly,” explains Étienne Kubica.

Comments that Elen Jeanneteau, representative of South local authorities 35, confirmed in the columns of the Télégramme, on April 26: “In Ille-et-Vilaine, 4,000 children are entrusted to child welfare by magistrates because there are obvious elements of danger that require protection and removal. For 400 of these children placed by magistrates, there is no solution. They remain in the dysfunctional environment because there is no room in institutions and foster families. »

In France, 522 children’s judges handle more than 250,000 situations. The magistrates’ union is asking for 235 additional judges to maintain a portfolio of 325 educational assistance situations per magistrate. “In Rennes, we are six children’s judges, we need a position or two more. Strong measures are needed. Young people in difficulty are left behind. It’s dramatic. There were more judges but also more structures and foster families. »
