“I am happy and relieved”: these are the words used by the mayor of CléguérecMarc Ropers, when he talks about the construction of five rental houses, Allée Monique-Gueguen.

Who was Monique Gueguen?

Born on July 4, 1910 in Saint-Aignan, at two in the morning, Monique Gueguen was a very dedicated midwife in Cléguérec. Located on rue des Ajoncs, she gave birth to many inhabitants, sometimes in difficult conditions. “She traveled by bicycle before having one of the only cars thanks to the municipality.”
She took part in municipal life, obtaining the second highest number of votes in the 1947 municipal elections, becoming the first female deputy of the municipality. Monique Gueguen had two children.
His sister died early from tuberculosis. At the end of her life, Monique Gueguen contracted tetanus. “She didn’t even have social security.” She ended her days in the Guémené-sur-Scorff hospital.

An obstacle course for the municipality of Cléguérec

Because the municipality starts from an observation: there is an obvious need for housing, the supply in the municipality is insufficient and the amount of rents is too high for part of the population.

This is even the case for the entire department, as the councilor, and incidentally mayor of Malguénac, Dominique Guégan, reminds us: “By 2040, we will have 40,000 more inhabitants. It would therefore be necessary to build 7,500 rental housing units. »

Overcoming this lack of housing is an obstacle course for the town hall. On the land of the former gendarmerie, social landlords refuse to invest.

Prices of materials on the rise, search for craftsmen

The municipality therefore takes charge of the construction. But from there, two problems arise.

In 2022, soaring material prices will not help municipal affairs. “We went from €633,500 to €867,000 in investments,” specifies the councilor. Fortunately, Cléguérec can count on subsidies to finance these five social housing units: €211,500 from the State and €106,000 from the Region.

The second difficulty is finding companies capable of carrying out the project. Because at the end of the call for tenders procedure, six lots out of 12 did not find any successful bidders. Finally, local artisans, from Cléguérec and surrounding areas, embarked on the project. “Without them, the construction would not have been possible,” emphasizes Marc Ropers.

A project costing less than a million euros

Thus, in addition to paying tribute to a personality of the town by renaming the street, five rental pavilions are being created.

Three T3s and two T2s have surfaces of 59 m2 at 76 m2with rents ranging from €355 to €483 for the biggest. “The five tenants were chosen based on their income,” announces the mayor.

The project ultimately cost 915 050 €: €359,733 (or 39%) of external financing, €555,317 of loans and equity. For a blow to the m2 living space of €2,707 (including fees, networks).
