The exercise of presenting the 2025 Vaud budget promised to be delicate after months of discussions. Valérie Dittli had to show flexibility this Tuesday to tend towards the so-called “small balance” limit. The State Councilor in charge of Finance and Agriculture wanted to be reassuring, but repeatedly stressed the need to find lasting measures within the government to control expenses which continue to grow. The 2025 draft budget shows a deficit of 303 million francs, or 55 million more than the previous year.

These estimates are part of a particularly fragile and unstable context. In addition to inflation and the tense geopolitical situation, the canton must face “increased” costs regarding asylum and Ukraine. “Unfortunately, we see that the charges linked to Ukraine are no longer exceptional but that they are becoming a form of normality. Consequently, we have decided, for the first time, to integrate them, up to 50%, into the 2025 budget,” specifies the centrist State Councilor. This amount of 95 million francs therefore contributes to the increase in expenses of 5.4% (629 million) compared to 2024.
