The 34-year-old man is the subject of numerous arrest warrants across the country for several charges of drug trafficking, conspiracy and possession with a view to trafficking a substance, in connection with events that have occurred since August 2021 in Saguenay , Quebec, Brossard and Abbotsford in British Columbia.

To get his hands on him, the SQ joined forces with the Bolo program. This dissemination tool created by the founder of Garda World uses all traditional communication channels and new technologies to encourage the population to keep their eyes peeled as quickly and effectively as possible.

“Several police services have called on them to find fugitives. It’s a system that has proven itself and it represents a helping hand that will be welcome,” explains SQ spokesperson Hugues Beaulieu, specifying that it was not the provincial police force that requested program help.

Reward up to $100,000

According to the spokesperson, the people behind this initiative “take the matter very seriously”. Program managers are promising a reward of up to $100,000 to people who provide information leading to All Boivin’s arrest.

“This is a very important file. They ranked it second in their order of priority across all of Canada. They will continue their efforts until the end of 2024,” he underlines.

“He’s linked to all that”

To illustrate the urgency of finding the fugitive who is one of the 10 most wanted people in Quebec, Sergeant Beaulieu does not hesitate to link Boivin to all the violence that has been raging in eastern Quebec for several months in connection with the conflict between different organized crime groups.

“He’s connected to all of this. According to our information, he is associated with Dave “Pic” Turmel and numerous violent events, kidnapping and torture, which we have heard about in recent months. »

He also confirms that the alarming rise in armed violence in Saguenay also has links to the fugitive.

False identity

The SQ estimates that All Boivin could be anywhere in Quebec. He is said to be living under false identities in order to evade justice.

The 30-year-old is 183 cm (6 feet) tall and weighs 110 kilos (242 pounds), has brown hair and brown eyes. He can be recognized by his scar on his left shoulder and his fully tattooed left arm and hand.

However, the police force reminds the population not to approach the suspect, since he is considered armed and dangerous. She recommends calling 911 instead.
