On December 18, 2024, Latefa Ahrrare receives a letter (see facsimile) from Azzedine El MidaouiMinister of Higher Education, informing him of his entry into the board of directors of the National Agency for Evaluation and Quality Assurance of Higher Education and Scientific Research (Aneaq).

According to the letter, Latefa Ahrrare is appointed for a period of three years, renewable once. His appointment comes on the proposal of the National Commission for the Coordination of Higher Education. Which proposal dates back to March 19, 2024.

Proud of their colleague and director, the executives of the Higher Institute of Dramatic and Cultural Animation (Isadac) share Azzedine El Midaoui’s letter on their social networks, and this is the starting point of a controversy which, to summarize, questions the legitimacy of the presence of Latefa Ahrrare in this institution.

An institution which, as its name suggests, concerns the quality of higher education and its evaluation. Some believe that Latefa Ahrrare does not have the necessary skills to claim such a position.

What is the role of this Agency? How are the members of its board of directors appointed and what are their prerogatives?

Created in 2014 by Law No. 80-12, the National Agency for Evaluation and Quality Assurance of Higher Education and Scientific Research “is a public establishment with legal personality and financial autonomy “.

Its mission is to carry out, on behalf of the State, “evaluations of the system of higher education and scientific research in order to guarantee its quality”, with the aim of “contributing to the development of ‘an efficient national quality assurance system for higher education and scientific research’.

To this end, it is responsible for:

  • to evaluate public and private higher education establishments and scientific research establishments;
  • to examine and evaluate training courses with a view to obtaining or renewing accreditation;
  • to evaluate the activities of doctoral study centers and to take stock of the training and research carried out in these centers;
  • to evaluate scientific research and the effectiveness of its structures;
  • to evaluate university cooperation programs and projects in the field of training and scientific research.

In terms of governance, the Agency is administered by a board of directors and managed by a director. This board of directors, chaired by the head of government or the government authority delegated by him for this purpose, is composed of:

1 – two representatives of the supervisory ministry;

2 – the permanent secretary of the Hassan II Academy of Sciences and Technologies or his representative;

3 – the president of the National Commission for the Coordination of Higher Education or his representative;

4 – the president of the Higher Council for Education, Training and Scientific Research or his representative;

5 – a representative of establishments not belonging to universities;

6 – a representative of private higher education;

7 – two former university presidents in public higher education;

8 – four members known for their scientific and technical competence;

9 – a representative elected by and among the staff of the Agency.

Among the members to be included in the board of directors of this agency, Latefa Ahrrare was proposed and appointed within the framework of the category of “representative of establishments not belonging to universities”, and this, “in her capacity as director of the Higher Institute of Dramatic Art and Cultural Animation”, she assures us.

What Latefa Ahrrare says

“I know nothing of the motivations behind this cabal against me and on the timing“, replies Latefa Ahrrare, when asked on the subject. “Does it bother some people that I am the first Isadac laureate to take the helm after a long and rich career?” asks the one who, throughout her career in the theater, has been a true jack of all trades: actress, screenwriter and director.

In January 2022, Latefa Ahrrare took over as head of Isadac following a call for applications from the Ministry of Culture. She was selected from several candidates for the position, based on specifications. A contract that she considers to have largely honored, “by opening this institution to its natural environment, by diversifying the training modules and by increasing the number of partnerships”.

“I succeeded in the challenge of providing Isadac with its own headquarters. A headquarters of which I am proud, and which is located in the very center of Rabat [face à la gare de Rabat-Agdal, ndlr]”, declares Latefa Ahrrare who sees in the controversy aroused around her the opportunity to open a major debate on theater in particular, and on the place of culture in our society.

“I have performed all over the world and my work speaks for me, including articles in prestigious publications,” concludes our interlocutor who promises “nice surprises” in this year 2025…
