The CLS, a local contract to reduce health inequalities in the region

The Auvergne-Rhône-Alpes Regional Health Agency (ARS) and the Greater Agglomeration announce the launch of the Local Health Contract (CLS), a major project intended to reduce social and territorial inequalities in health on the territory.

The CLS is a strategic tool which is based on close collaboration between the ARS and the community, making it possible to meet the specific needs of local populations. It is based on a precise diagnosis and reflects the dynamics of cooperation between the different actors in the territory, in order to implement concrete and targeted actions.

A CLS on the scale of the agglomeration

Following discussions between the Agglomeration and the City of Annecy, the ARS entrusted the management of the CLS to Greater Annecy, thus guaranteeing coordination and monitoring at the intermunicipal level.

This large-scale project involves a multitude of local partners: the municipalities, the Annecy Genevois Hospital Center (CHANGE), the Primary Health Insurance Fund (CPAM) of Haute-Savoie, the Department of Haute-Savoie, the Community Territorial Health Professional (CPTS) of Greater Annecy, as well as the Regional Mental Health Project (PRSM).

After the recruitment of a coordination officer last September, the first steering committee took place on January 8, 2025, bringing together these key players to draw up an initial inventory of local needs and the priorities to be addressed.

The CLS is characterized by a partnership which promotes better coordination between the different local actors.

The Local Health Diagnosis, first step of the CLS

From the start of the year, a local health diagnosis (DLS) will be carried out to establish a detailed inventory of the territory. This diagnosis will serve as a basis for defining the strategic axes of the CLS, in particular in the following areas: health promotion, prevention, access to care, mental health, environmental health and medico-social support.

The next steps will include the definition of common objectives, the co-construction of an action plan based on the identified needs, as well as the monitoring and evaluation of the results.

The official signing of the Local Health Contract is planned for the end of 2025.

Concrete actions expected between 2026 and 2029

Greater Annecy is already involved in the region to:
– improve air quality with the establishment of the Low Emission Zone (ZFE),
– promote accessibility to healthy, local food with the Territorial Food Project (PAT),
– produce and distribute quality drinking water.

From 2026, the population of Greater Annecy will be able to benefit from the first actions carried out by the CLS. These actions will reinforce existing measures.
