The future local health contract of the Pays Val de Loire Nivernais under study during a consultation meeting in Cosne-sur-Loire

Around thirty people gathered to think about the next territorial health contract, at the Palais de Loire, in Cosne.

Cloistered behind the imposing walls of the Palais de Loire, in Cosne-sur-Loire, elected officials, representatives of health and medico-social establishments or the associative world and health promotion gathered at the start of the evening, Monday May 13. Everyone met for a consultation meeting around the next local health contract (CLS).

According to the Ministry of Health, “they allow the meeting of the project carried out by the Regional Health Agency (ARS) and the aspirations of local authorities to implement actions, as close as possible to the populations.” In other words, they allow local actors to implement projects that better correspond to their territory on the issue of health.

Supported by the Pays Val de Loire Nivernais and the ARS, the last contract would run from 2019 to 2023. “It was finally extended by one year”, underlines Audrey Javier, health project manager in the Pays which brings together 110 municipalities of Cosne in Decize, 5 communities of municipalities and one urban community.

Respond to local issues

The Médiation Santé firm was able to confirm several problems specific to the territory in Pays Val de Loire Nivernais: insufficient health provision, problems of insufficient accessibility of health provision and preventive actions to be promoted, particularly in health mental health, addictions, environmental health.

A new five-year contract will be signed again at the end of the year.
“We have defined three orientations for the future contract: strengthening the healthcare offering, allowing everyone access to health and encouraging behaviors and environments favorable to health,” adds Caroline Goin, health engineer and health manager. environment at the ARS.

Behind the imposing windows of the Palais de Loire, the meeting turns into a workshop to reflect on what could be missing from this next CLS. What projects may have been omitted? What solutions can be put in place to address certain ultra-local issues?

Three groups mixing nursing staff, referents, project leaders, elected officials, etc. are formed to participate in different workshops to reflect together.
The question of phytosanitary products used in vineyards in the Loire Valley arises. “More information is needed. Some have good practices, others who sometimes come from far away do not take neighboring homes into account,” says an elected official. Another specificity of the banks of the royal river is the presence of ragweed.

“We must find solutions to limit the spread of invasive plants, which are far too present along the Loire,” insists one of the participants. Discussions about the presence of tiger mosquitoes ensue.

Residents lack information. It should be a win-win, like the Cœur de Loire community of communes did with the distribution of composters.

A next contract at the end of the year

In a neighboring room, others are looking at the question of access to care and autonomy. The issue of population aging is far from being put aside. “We must strengthen home care. We cannot force people to go to nursing homes. Find help,” insists an elected official.

Time is lacking, ideas less so. “We need to think about the organization that could embark on a project and how to find solutions.”

The next day, a new meeting was organized in Nevers for a new consultation around the CLS of Pays Val de Loire Nivernais.
