The Ministry of the Interior has launched a call for tenders for technical assistance for digital transformation projects for local authorities. This contract consists of carrying out a set of technical assistance missions for the benefit of the Department of Skills Development and Digital Transformation (DDCTD) as part of strengthening the skills of local authorities in the field of digital transformation. The ministry specifies that this strengthening of the skills of local authorities is fully in line with the dynamic of digital transformation, one of the major pillars of the National Strategy 2030, the objective of which is to modernize public structures with a view to promoting better governance, a more accessible and transparent administration and greater efficiency in the management of public services. It should be noted that the opening of bids will take place on Tuesday January 28, 2025. The estimated cost of the services is set at 6,072,000 DH. This contract will be concluded for a period of 12 months. It will be renewable by tacit agreement from year to year without the total duration exceeding three years.

11 missions for the service provider
The services of the said market will be structured into 11 missions. The first concerns assistance with project ownership and management. This mission consists of supporting project teams in the structuring, coordination and implementation of their initiatives, ensuring the definition of needs, monitoring of schedules and communication between the various business and technical stakeholders. The second mission concerns legal assistance in the digital field. As part of this mission, it is a question of supporting the teams on the administrative and regulatory side by writing and revising administrative documents (specifications, contracts, agreements). The fourth mission concerns cybersecurity assistance. In this context, the service provider will have to evaluate and strengthen the security of information systems by identifying vulnerabilities, establishing security policies and ensuring regulatory compliance to protect DDCTD’s data and resources. As for the 5th mission, it consists of supporting the DDCTD in the definition and implementation of its Cloud strategy, from the migration of its systems to the securing of its Cloud environments, to optimize its IT infrastructures. In terms of software development assistance, the service provider must assist internal teams in the development of tailor-made web and mobile applications, integrated with existing systems, ensuring their performance and security. Furthermore, the service provider will be responsible for implementing a robust data architecture and analysis pipelines to centralize, structure and govern data, thus enabling optimized and compliant management of information resources. Regarding digital transformation assistance, the service provider must provide strategic support to diagnose business processes and identify areas for improvement, by defining digital roadmaps to facilitate the digital transformation of the DDCTD. Regarding assistance in analyzing business needs, this will involve analyzing the needs of the different business teams, formalizing functional specifications and use cases, and facilitating construction workshops to ensure that the solutions deployed meet expectations. and business issues. Note also that the service provider will define a technical and application architecture adapted to the needs of the DDCTD, by modeling data flows and facilitating systems integration, while preparing for possible migration to the Cloud.
