Over the past decade, adult skills in literacy (understanding written information), numeracy (understanding mathematical information and ideas) and problem solving have stagnated or declined in the majority of OECD countries. .
However, some countries are exceptions. :
- in literacy, only Denmark and the Finland experience an increase in the average level of skills;
- in numeracy, eight countries out of 31 have progressed, Finland et Singapore leading;
- in problem solving, Finland comes first, tied with Japan.
In France, between 2012 and 2023, adults’ skills in reading comprehension decreased (28% of adults have a level of proficiency “weak“compared to 22% ten years ago).
This decline is particularly notable.in the least educated segments of the population“, despite a “generalized progression of educational levels“. Even if adults with higher education obtain “systematically“better results than the others, the OECD survey also underlines in particular that”upper secondary graduates in Finland consistently outperform tertiary graduates in several countries, including Chile, Israel and Lithuania“.
