French cross-border workers: The keys to getting good treatment and reimbursement in Luxembourg

Faced with medical deserts on the French side, Luxembourg often represents a useful alternative, even a lifeline when it comes to emergencies or appointments with certain specialists (dermatologist, ophthalmologist) for thousands of French residents. However, issues related to cross-border care are not always well understood by those concerned.

This is good news, the Maison du Luxembourg in , under the leadership of Metropolitan Councilor Amandine Laveau Zimmerlé, organized a thematic afternoon on the subject on Thursday, at the station. The opportunity to address questions of affiliation and reimbursement for cross-border workers on the one hand, but also more generally for people who live on the other side of the border.

With a question that frequently arises: how should I go about affiliation when I start an activity in Luxembourg? Good news, the procedure is not a headache: “The employer begins the administrative procedures. It is then the CNS (National Health Fund) which issues a form which must be sent to the CPAM (Primary Health Insurance Fund) for an update of the file,” explains Joseph Cipriani, technical manager at Security. social.

Cross-border status allows you to be reimbursed in Luxembourg “like a Luxembourg resident”, which differs from that of a non-border French resident. If nothing prevents him from seeking treatment in Luxembourg, some provisions appear to be different. On the one hand, certain treatments (hospitalization, cancer treatments) are subject to prior authorization from the CPAM medical advisor. As for reimbursements of care, they are made on the basis of the French rate with advance of costs to the Luxembourg health professional and then sending to the CPAM. Reimbursement times vary. “But they are shorter since Covid,” slips Mr. Cipriani.

Other thematic afternoons will be organized at the same location during the year, the next one on scholarships on January 23, 2025.
