The APGs will be harmonized in Switzerland, announces the Federal Council by transmitting its project to Parliament. They must be adapted to the evolution of society, especially for parents.
These allowances were initially designed to compensate for the shortfall of prone to military service. They have been gradually extended to other situations of income related to parenting.
The soldiers benefit from the accessory services of the APGs, ie children’s allowances, operating allowances and allocations for childcare costs. However, this is not the case for mothers, fathers, mothers’ wives, parents of children seriously affected in their health and adoptive parents.
Allocations extended to all
The allocation for childcare costs will be maintained and extended to all the beneficiaries of the APG regime who meet the conditions. The child allowance will be deleted. The latter is no longer necessary, explains the Confederation. It leads to an overrindemnation, since each child already opens the right to an allowance, regardless of the professional or personal situation of the parent.
The operating allowance, which is used to cover part of the fixed costs of the self -employed during their service period, will be extended to all the beneficiaries of the APG regime exercising an independent activity. This will help them cope with their charges during their leave.
-Protected maternity
When a mother must be hospitalized after the birth of her child, her maternity leave must be extended for the effective duration of the mother’s hospitalization, up to a maximum of 56 days. This is already the case when the baby is hospitalized.
The Federal Council has also changed the right to allowance in the event of the death of a newborn baby. The other parent must be able to keep his right, which is not currently the case.
The rights are also extended in the event of hospitalization of a child for at least four days. One of his parents can interrupt his professional activity and benefit from the care for the duration of hospitalization.
Once the child is returning home, this allowance may be extended up to an additional three weeks if a medical certificate attests to the need for parental care during convalescence. However, the allowance can only be granted for a maximum of 98 days, hospitalization and convalescence included.
