The administrative report on the disappearance at sea of the young player from the Toulouse stadium in South Africa highlights the serious faults of the supervisors and a defaulting crisis management of the FFR.
Reading the general inspection report on the tragedy of Medhi Narjissi, a young player of the Toulouse stadium disappeared on August 7, 2024 in South Africa, leaves a bitter taste. This 121 -page document, unveiled to Medhi parents at the Ministry of Sports this Monday, April 28 and made public by Le Parisien-today in Francedraws up an overwhelming observation of dysfunctions that led to this drama and chaotic management that followed.
An improvised session and cascading negligence
According to the survey, the main responsibility of the accident is based on Robin Ladauge, physical trainer of the French U18 team. The latter would have improvised a recovery session on the dangerous beach of Dias Beach, without taking into account the maritime risks however well known. Ladauge would have neither verified the dangerousness of the premises nor assessed the aquatic capacities of young players. He would have conducted the activity without sufficient supervision or first aid kit on the spot.

The report underlines the absence of safety instructions, the ignorance of the currents and the hazardous management of the session. Despite several alert signals – powerful waves, low water temperature – the exercise was maintained, transforming a simple recovery into uncontrolled swimming.
Definite management and a chaotic reaction
Stéphane Cambos, team manager, is also pinned for his inability to firmly oppose the dangerous initiative. Present late on the beach, he would thus have neither prevented swimming, nor interrupted the activity in time. An episode reported, during which Cambos gives a shoulder to Ladauge, without succeeding in stopping the session, would illustrate the absence of authority and vigilance in the supervision.

In an emergency, no protocol had been anticipated or prepared, according to the Rapprot. Panic reigned when Medhi was swept away by the sea, narrowly avoiding other dramas thanks to the instinct of supervisors, but without real risk control.
A French federation of rugby heavily implicated
Beyond individual responsibilities, the French Rugby Federation (FFR) is severely criticized in the report for its inability to manage the crisis. The text denounces an organization presented as faulty: sloppy repatriation of young players, insufficient psychological support, disastrous communication with deadly families.

The haste of an internal investigation, carried out without methodology, adds to the scandal. Carried out by a person close to the Cambos manager and without real independence, she resulted in a biased report minimizing federal responsibility and favoring the thesis of the accident.
Governance paralyzed by judicial fear
Finally, the attitude of the president of the FFR, Florian Grill, is highlighted. Refusing any hierarchical responsibility on the national technical direction, he would have sought to protect himself from possible criminal proceedings. Inspectors see it as a safeguard reflex of the institution rather than a real desire to assume the tragic errors made.
