In the afternoon of May 9, during a press on the management of supply at the headquarters of Vietnam Electricity Group (EVN), the leaders of EVN and the Ministry of Industry and Commerce announced decision n ° 599/QD-EVN on the adjustment of the average retail price of electricity on May 7, and decision n ° 1279/QD-BCT Commerce on the adjustment of the average retail price of electricity.

Consequently, the price of electricity will be adjusted to increase by 4.8%/kWh, going from 2,103.11 VND/kWh (excluding VAT) to 2,204.0655 VND/KWh (excluding VAT). The electricity rates officially come into force from , May 10, 2025.

The increase in the price of electricity took place on October 11, 2024, EVN adjusted the price of electricity up 4.8 %, the new price of electricity is 2,103.1159 VND/KWh (excluding VAT).

Thus, from 2023 to today, EVN has adjusted electricity prices 4 times and implemented within the framework of its skills, with increases of 3% and 4.5% and 4.8% and 4.8%.

In accordance with decree n ° 72 regulating the mechanism and the adjustment time for the average retail price of electricity on March 28, when the average retail price of electricity decreases by 1 % or more compared to the current average retail price of electricity, the price of electricity is authorized to be adjusted downwards as a .

When the average retail price of electricity increases by 2 % or more compared to the current average retail price of electricity, instead of 3 % as previously regulated, the price of electricity is authorized to be adjusted upwards.

In the event that the average retail price of electricity must be adjusted to increase by 2 % to less than 5 % compared to the current average retail price of electricity, EVN will prepare a file on the average price of retail electricity and report to the Ministry of Industry and Commerce for Inspection, Examination and Comments.

In the event that the average retail price of electricity must be adjusted to increase by 5 % to less than 10 % compared to the current average price of retail electricity, EVN is authorized to adjust the average retail price of electricity to increase it at the corresponding level after having reported and having been approved by the Ministry of Industry and Trade.

In the event that the average retail price of electricity must be adjusted to increase by 10 % or more compared to the current average retail price of electricity, on the basis of the electricity price plan subject by EVN, the Ministry of Industry and Trade will chair the inspection, will examine and send it to the ministries and concerned for comments.

Based on the comments of the ministries and agencies concerned, the Ministry of Industry and Trade synthesizes and submits a report to the government for examination and comments. If necessary, the Ministry of Industry and Commerce will be coordinated with the ministries and agencies concerned to report to the Price Management Committee before reporting to the government.

If errors are noted in the results of the calculation of electricity prices in accordance with the regulations, the Ministry of Industry and Commerce is responsible for asking EVN to stop adjusted or readjust the average retail price of electricity.

The EVN is responsible for the implementation of the request from the Ministry of Industry and Trade within 5 working days from the of receipt of the request.

In accordance with the regulations, the minimum time to adjust the average retail price of electricity is 3 months from the last adjustment of the price of electricity. In fact, the regulations on the operating time was shortened from 6 months to 3 months and came into force from May 15, 2024. However, in the last 10 months, the average retail price has been adjusted upon only one once, in mid-October 2024 with an increase of 4.8 % compared to the previous price, going from 2,006.79 VND/KWh to 2,103.1159 VND/KWH (excluding VAT).
