The Ministry of Agriculture, Maritime Fisheries, Rural Development and Waters and Forests has published an order, through its Secretary of State delegated to maritime fishing, defining the required conditions for instruction and training for any person requesting their registration in the crew register of fishing ships.

The text, referenced under number 723-24, establishes that no one may be registered audit register as sailor without prior presentation of a basic training certificate in maritime security, issued by a duly recognized establishment. This requirement applies, except derogation, to all , including those who have previously exercised on ships of a raw gauge less than three units.

This regulatory system is based on the provisions of the International Convention on Staff Standards for Fishing Ships, Patents and Monitoring (Stcw-f), adopted in London on July 7, 1995 and entered into force in by Dahir n ° 1-98-143.

The certificate, issued at the end of a teaching comprising theoretical and practical components, will have to be obtained from one of the following approved establishments: the Higher Institute of Maritime Fisheries in Agadir, the Maritime Fisheries Technology Institutes or Maritime Professional Qualification Centers. Any other center providing teaching in accordance with official programs will also be able to ensure its issuance.

The decree also specifies that the people already on board, before the effective of the text, on fishing ships, may be exempt from this formality, provided that a minimum experience of one week is justified.

The ministry stresses that this system aims to a homogeneous level of aptitude among professionals embarked on fishing units, while ensuring their basic safety on board. “This is not an additional administrative formality, but an essential prerequisite for preserving human lives in a maritime environment exposed to constant risks”said an internal source in the department concerned.

This text repeals decree n ° 3287-20 of December 31, 2020, devoting a step in the codification of professional requirements applicable to artisanal and coastal navigation.
