The third edition of International Forum of young Socialist and Social Democrats parliamentarians, organized in Marrakechhas highlighted the most complex themes that the world has faced Today, since the question of Peace and security in the face of geopolitical challenges until climate change and the water crisis, including migration, organized crime and drug trafficking.
Young socialists participating in this forum welcomed Morocco’s strategy in matters of migration and development, highlighting the humanist and united character of the approach adopted by the country in the treatment of sensitive questions at the international level, in search of solutions that serve the common good of the region.
The forum also made it possible to approach The problems faced by the countries of Latin America, Africa, Asia and Europe, with a view to developing common strategies Thanks to the fraternity that unites the social democrats to the four corners of the globe.
Morocco adopts a humanist migration policy
Aicha El Gourgi, member of the House of Representatives of Morocco, recalled that migration has become a complex phenomenon which transcends the social and economic dimensions And affects international relations, and stressed that human values are at the heart of the treatment of this issue.
Relying on the logic of integration and respect for human rights, Morocco adopted in December 2014 the first national strategy for immigration and asylum (SNIA), whose key axes are education, health, housing, social protection, employment, trafficking in human beings, international cooperation and governance.
Moroccan migration policy is reflected in The regularization campaigns which took place in 2014 and 2017 and which helped nearly 50,000 migrants in an irregular situation to obtain a residence permit.
However, according to El Gourgi, this plan came up against difficulties such as the resources of host cities, the lack of regional coordination in border control, the growth of cross -border criminal networks and the lack of solidarity between countries.
In this regard, Morocco ensures to consolidate its interaction and cooperation with the countries concerned, by strengthening its contribution to Global pact for safe, ordered and regular migrations.
The Moroccan parliamentarian reiterated her pride that migrants from sub -Saharan countries have chosen Morocco as a privileged destination to settle down and not as a simple transit country. This is explained by the positive impact of efforts made by the country and its desire to manage migration from a humanist perspective, by granting priority to respect for human rights and to the fight against all forms of discrimination.
“Thanks to human, holistic and pragmatic migration policy implemented by King Mohammed VI, which made it possible to endow the country with a legal and institutional framework guaranteeing the fundamental rights of migrants and refugees, the Alawite kingdom consolidates its position as African leader In this area, ”said El Gourgi.

South-South cooperation to defend human dignity
Sonia Shirley Bernal Sánchez, a Colombian parliamentarian, underlined the need for southern cooperation capable of protecting human dignity, to fight for security and peace and to fight organized crime and drug trafficking.
The Colombian parliamentarian said that “we have to take up these challenges by adopting more strict and fairer laws against missionary trafficking, money laundering and migrant traffic. Public policies must be monitored and guarantee the responsibility of the risks they present for migration and security ”.
“Return the challenge of irregular migration and organized crime can only be done by real South-South cooperation and the solidarity of the North-South countries. We must work in the context of a global vision and a real political will, ”she added.
Sánchez to exhorté to consider migration as a consequence of inequalities in terms of development choices and not as a threat in itself. We must include it in a normal legal framework and an ethical and moral code, distinguishing immigrants who remain to seek security and a dignified life, from those who exploit them for illicit criminal, political or economic purposes.
As communicators of nations and peoples, the socialists have recognized their duty to work together to concretize a common humanitarian vision, based on shared responsibility and mutual respect, which aims to preserve human dignity and to protect it from the racist barriers that surround migrants.

Fight against drug trafficking and organized crime
The French deputy Céline Hervieu criticized the rise of nationalists and populists, stressing the importance of alerting the socialists and the social democrats on the fight against drug trafficking and organized crime, In particular in France, and not to minimize its impact on the population.
“It is true that in Europe, we do not produce drugs, but unfortunately, we consume it. And in France, we are witnessing an explosion in drug use, especially among young people, “said the French deputy, stressing that the level of violence continues to increase and that 90 % of murders and attempted murders in France are linked to settling of drug traffickers.
According to the data presented by Ms. Hervieu, Drug trafficking in France represents 3.5 billion euros per year, or almost half of the budget of the Ministry of Justice. This is why a new law aimed at combating organized crime and drug trafficking has recently been adopted by the French Parliament.

Indifference, one more enemy of humanity
Claudia Díaz Gayou, representative of the Mexican Parliament, spoke of the organized crime that develops in her country and criticized the complicity and concealment of authorities and governments Faced with abuse, illegality and violence. The Mexican parliamentarian said that “the main problem we face, in addition to the loss of democracy, is the loss of human life and blood shed in our country, with alarming figures such as more than 215,918 people murdered in Mexico in the last six years, in addition to the 120,000 disappeared, the forced disappearances being systematic and generalized in our country”.
