Supported by the European Union and the UNUDI, Morocco is working on the preparation of a national roadmap for the circular economy, which should be created by the end of 2025. This approach aims to rethink production and consumption methods through better management of resources and a significant reduction in waste.
While environmental challenges are multiplying on a global scale, Morocco engages in a substantive reflection on the evolution of its economic model. The objective: to go from a linear economy, based on the diagram Produce-ITER, to a circular logic valuing sustainability, efficiency and recycling. It is in this perspective that the Moroccan authorities, in partnership with international institutions, implement a roadmap to structure this transition in the main economic sectors of the country.
A participatory approach to build a sustainable and inclusive model
The development of this strategic document officially started at a meeting held at the end of April, bringing together the Ministry of Energy Transition and Sustainable Development, international technical partners, including UNUDI, as well as the European Union delegation in Morocco. This project is part of the “Switch to Circular Economy Value Chains” program (Switch2ce), which encourages emerging countries to adopt circular value chains, with financial support from the EU and the Finnish government.
Morocco plans to articulate this roadmap around a detailed diagnosis of current resource management practices. This first step will also include a comparison with the initiatives implemented in other countries, in order to identify the improvement avenues adapted to the national context. The process will take into account the realities of sectors deemed priority, such as agriculture, textiles, building or even plastics.
Beyond the analysis, the approach is intended to be inclusive. Consultations with companies, local authorities, NGOs, but also citizens, will make it possible to collectively define the directions to follow. These consultations will lead to the setting of ambitious objectives, the implementation of dedicated financing mechanisms and the establishment of a transparent governance framework. The set will be supported by a system of indicators to measure the progress made and adjust the actions over time.
The technical coordination of the project was entrusted to Trinomics, a firm specializing in environmental policies. Its mission will consist in guaranteeing consistency between national ambitions and international commitments of Morocco in matters of sustainability. The objective is also to promote the creation of green jobs, to strengthen the competitiveness of local businesses, and to position the kingdom as a regional pole in terms of circular solutions.
The final version of this roadmap is expected by the end of 2025. By equipping itself with a structured and ambitious framework, Morocco intends to accelerate its ecological transition while stimulating more sober, more resilient and more equitable growth.
