PPL GAROT: a disaster that looks
The CNOM deeply regrets the adoption at first reading of article 1 of the GAROT bill (PPL GAROT), establishing a regulation in the installation of doctors.
The National Assembly adopted, in early April, article 1 of the GAROT PPL providing for creating an installation authorization issued by regional health agencies (ARS) for general practitioners, specialists, liberals and employees. Dr. François Arnault, president of the CNOM, rebelled against this vote in His editorial of the last Bulletin of the Order, of which here is an extract:
“We owe to the unreasonable obstinacy of a deputy the vote of a coercion law removing freedom of installation to doctors. Once again, deputies, locked in their certainty that the demographic disaster of 95 % of the French territory is attributable only to doctors who refuse to settle in the under-dense areas, have found a majority to force doctors. It is therefore the ARS that will distribute the shortage. Construct who to go where? In the cities where there are no more doctors, in the countryside where public services have already closed their doors. Parliamentarians will be responsible for the disaster that promises to be. »»
The CNOM had already expressed its firm opposition to this measure in a common press release, published in March with trade union organizations and representative of doctors. “The trade union organizations and representatives of the doctors refuse that the medical community is sanctioned for a shortage which it also suffers and call to find a” crossing route “likely to bring together doctors, patients and their representatives in their fight for better access to care,” said the press release.

Our report on the permanence of care in 2024
The CNAM has just published its report on permanence of ambulatory care (PDSA) in 2024, in which appears a complete inventory. Thanks to the involvement of doctors, 97 % of the territories were covered on weekends and holidays in 2024. This coverage remains stable compared to 2023. In addition, several trends already observed are confirmed:- The development of dedicated sites continues with an increase this year of 15 sites this year, bringing their number to 556 centers.
- The average age of effective doctors – 45 years – is down compared to previous years, a sign of increased participation of young practitioners.
- new practices are developing in certain departments, such as visistriculation and deported regulation.
A charter between the CNOM and the National Guard
The order of doctors and the General Secretariat of the National Guard have signed a Charter of commitments in favor of the operational reserve. This charter reflects the clear intention and the shared desire to facilitate the commitment of operational reservists from the medical community. As a reminder, the operational reserve brings together French citizens from civil society (with or without military or police experience) which devote part of their time to the defense of the nation. They receive specific training and training to provide temporary reinforcement to the armed forces, attached training and internal security forces.Handicap: two new practical sheets
Nearly 12 million French people and French people carry a handicap. From May 12 to 17, the French union of specialists in orthodontics (SFSO) is launching a national screening operation which consists in offering free consultations to children aged 6 to 9, in the firms of participating orthodontics specialists. Intended for children aged 6 to 9, this event aims to raise awareness among families and to identify the respiratory and ventilatory disorders early, often linked to orthodontic problems.
