The mail left this morning. The president of the National Assembly proceeded this to the convocation for “breach of the code of ethics” before the office of the National Assembly of Andy Kerbrat, rebellious deputy of the Loire-Atlantique, but also of the elected national Christine Engrand. Both are suspected of having unduly used their parliamentary allowances in two separate cases. The national office will be brought together on May 7. MPs are not forced to attend this meeting.

The had been arrested on October 17 at the Paris metro station Lamarck-Caulincourt in the flagrant crime to buy narcotics. He had immediately recognized the facts, presenting himself the next in a police station for a free hearing. The deputy, currently on leave, had argued psychological and an addiction to synthetic , “used in festive or sexual contexts”.

He was suspected of having used his allowances in particular for the purchase of narcotic products, which he disputed with the ethics of the National Assembly. This did not prevent the latter from seeing shortcomings with regard to its expenses, initiating a request for reimbursement of the sums unduly attributed to its of mandates. As of December 14, 2024, 95 % of these sums had already been reimbursed, according to the report of the ethics of the National Assembly.

Simple reminder to order until censorship with temporary exclusion

Last November, the National Rally decided to suspend the group for six months Christine Engrand. She too was accused of having diverted her advances on mandate costs, in particular to pay the guard costs of her two dogs, pay a to a dating site for 39.99 euros per month as well as fees of 5,971.94 euros. As of March 25, the deputy had still not reimbursed all of the sums disputed.

The procedure launched in the National Assembly is independent of the current legal proceedings against Andy Kerbrat. The regulation of the National Assembly provides for a range of sanctions ranging from simple reminder to order until censorship with temporary exclusion. Andy Kerbrat, although the National Assembly is far from treating his addiction problems, still uses his voting power. During the examination of the law on drug trafficking, he had thus given his delegation to his colleague, Ségolène Amiot, to vote against this text.
